Development towards a social participation is to understand that the essence of development is directly related to the realization of human potential. And participation was a form of expression of the subject's potential, its autonomy, its development. The participation of civil society in political decision-making has been seen with disbelief in the discussion about development. However, the purpose of this study is not the ingenuous analysis of the phenomenon participation, but the reflxion on the power of decision of the decentralization model practiced in public management in democratic and capitalist countries, especially in Brazil. Aligning the understanding of the situation in which participation is inserted with the idea that through this can be seen the development, and, given the existence of an institution in Campina Grande - PB that since the second half of the 1980 supposedly acts in favor of social participation especially in the formulation and evaluation of public policies and the municipal budget, the aim of this study is to analyze the performance of CENTRAC to promote local development, by promoting social participation in the decisions of governance at Campina Grande - PB. Regarding the methodology, is a descriptive exploratory study with a qualitative approach. The data was collected through semistructured interviews with members and users / CENTRAC partners and participant observation. The results indicate that the CENTRAC aim to form and advise the civil society participation in public decisions in Campina Grande-Pb, but less intensely than has been in the past. And it is concluded that the CENTRAC even not currently being dedicating solely or mainly to this, promotes development through this promotion of social participation in public decisions in the municipality.
