The main objective of this study was to diagnose the sanitation conditions in the island of Santo Antão, Cape Verde. The research analyzed which public policies are implemented to remedy the need for an infrastructure that enables a quality health for all its inhabitants and even map out the broad lines of policy developments in the sanitation sector in decades. As methodology, the documentary research (MORESEI, 2003), was used, analyzing legislation of Latin American and European countries as well as international treaties and UN documents to have a legal basis of the guarantees of the right to sanitation and care for the environment as well as the Santo Antão's Development Plans of consecutive years that show the performance of public authorities, both the municipal level as the central government in sanitation policies. The diagnosis helps in the formation of a collection to assist authorities and agencies responsible for sanitation on the island, allowing therefore improvements in not assisted areas. Concern for sanitation has always been related to disease transmission. According to the classical concept entered in Sanitation Manual 1927, Sousa (2004) conceives sanitation as "The set of measures aimed at modifying the environmental conditions in order to promote health and prevent disease."
