Besides being the identity of a people, the culture has expanding this function to other dimensions, being also seen as a basic tool for the development, and is included, increasingly, in a new economy which works with an intangible resource, and, therefore, does not allow the transformation of culture as a product as any other. So, seeking to approach the issue of the relationship between culture and development, this research has as its main objetctive analyzing, at the level of discourse, how cultural policies are included in the development plans of the city of Campina Grande in the period from 2000 to 2011, and as well to compare the conceptions do managers and cultural actors have about this relationship. Our theoretical basis consist of approaches to the relationship between culture and development, cultural public policies and the economy of culture. This tripod theoretical perspective takes into account the focus on a scenario marked by factors such as the formation of mass cultural consumption, the evolution of the global interest of States and communities by public cultural sector as a mass phenomenon as both sociological and economic and the transformation of modern economies founded on innovation. The methodology was guided by theoretical and methodological approach of Policy Analysis or public policy analysis and Content Analysis. The methodological procedures were the following: analysis of documents in which are formulated cultural development policies of Campina Grande and a series of semi-structured interviews with managers responsible for formulation of public cultural policies in the period indicated and with a nonrandom sample of artists of the city, stratified by sector of artistic activity.
