The housing problem must be understood in the context of capitalist social relations, as the city, space and housing are expressions of this dynamic. The housing problem goes beyond the mismatch between the law of supply and demand, this understanding is fundamental to the particularity of Brazilian socio-historical formation, with regard to its process of urbanization, industrialization and considering a bourgeois autocratic constitution, revolutions from above and overexploitation of the workforce. This dissertation deals with the Housing Policy of Social Interest, represented by Track 1 and focuses on the analysis of the Minha Casa Minha Vida Program, aimed at families whose monthly income is up to R $ 1,800.00, the group that represents the largest housing deficit of Brazil. An analysis is based on the necessary changes to the structural crisis of capital and the process of neoliberal orthodoxy implanted in the Temer government. Thus, we aim to analyze a neoliberal offensive and its dynamics after the 2016 coup on the Housing Policy of Social Interest of the Minha Casa Minha Vida Program. The time frame of the analysis runs from 2016 to 2018. The study carried out a bibliographic and documentary research, using the laws enacted during this government that were related to the enjoyment of access to housing. Therefore, we approach the analytical categories: right to housing, neoliberalism, housing policy and coup d'etat in the light of the dialectical materialistic historical method. Regarding political life, the country is permeated by the conservative and backward content, this is a feature of Brazil's socio-historical formation that was mirrored in the Temer administration, a context in which there was a worsening of the access of families to popular housing, which with: the dimension aspect of structural properties; cutting spending on social policies by consolidating PEC 95, which brings protection: in the social protection of users; the dismantling of the self-managed provision model of the Entity modality. This has implied a progressive distancing from the ideals of equality, autonomy, cooperation and participation in the processes of production and decision-making and has also moved towards the criminalization of social movements, including those in the struggle for housing. The city presents itself as a business that has as its central engine: real estate income. What makes it fundamental to reflect on the provision of adequate housing to low-income families, going beyond the alternative of private property ownership as a single model, so that these homes do not become mere substances manipulated by market options. Finally, we understand that the city is a collective right, which means that it must be at the service of the community, so the use of urban land and housing must be subordinated to the values that guarantee social cohesion. Dialectically we consider that even if other urban policies are implemented that support the construction of less unequal spaces, we would still not be able to end the separation between social classes and the fulfillment of market interests, as we are inserted in the structural logic of capital.
