Resumo: The work at hand aims to analyze the reasons that led Brazil and Mexico to take different paths in regards to the phenomenon of proliferation of regional trade agreements. Using as premise the notion of path dependence and the existence of a dominant agreement, the work at hand makes use of institutional literature for theoretical support, aiming to frame the decision making models found in Brazil and Mexico within the models proposed by Hocking, Putnam and Tsebelis, through careful analysis of the behavior of the Executive, the Legislative and the business sector of each country. The results found after the research indicate that the presidential preferences are primordial for the output of the decision-making process and are the reason for its variation, because of low participation of the legislative and the involvement of the business sector within the framework devised by the Executive.

Tendo como premissa a noção de path dependence e a existência de um acordo dominante o trabalho utiliza-se de literatura institucional para a sustentação teórica, buscando enquadrar os modelos de processo decisório encontrados no Brasil e no México nos modelos propostos por Hocking, Putnam e Tsebelis, através da análise pormenorizada do comportamento do Executivo, do Legislativo e do empresariado de cada um dos países.
