The aim of the thesis is to discuss the dynamics between capoeira groups located in Rio de Janeiro and the actions of the Ministry of Culture, which, since 2006, have turned to the heritagezation of capoeira practice. In its historical process, the relationship between public policies and practices of capoeira has undergone several changes. Throughout the XVIII and XIX centuries, there was a strong repression on the capoeiristas. In the first decades of the twentieth century, in the republican period, not only did repression coalesce, but also projects that sought to understand and transform existing practices into sports and cultural activities. In this sense, capoeira goes through the twentieth century by processes of identification in Brazilian society, determining possible identities to it. These processes take place amid tensions immersed within the group itself, but in constant debate with intellectuals and the actions of the State that act on the practice. In 2008 another twist happens with the recognition of capoeira as immaterial cultural heritage of Brazil, bringing the state into the interior of the practice with new terms. In order to understand this process, the thesis initially examines actions for cultural heritage, inserting them in an expanded way in the policies for culture, and a debate is needed on the influence of the idea of nation-state and citizenship in the definition of goods Which represent a certain social group. Subsequently the text seeks the interpretation of actions within the scope of cultural policies aimed at capoeira between the years 2003 and 2016, a period understood as an inflection in cultural policies in Brazil. These actions were analyzed based on the monitoring of the process of heritagezation within the scope of the Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN).
