Under the National Protection and Civil Defense Policy (PNDEC in Portuguese), established by the Law No. 12,608/2012, a disasters risk management evolution is emphasized at a national level. From then on, it is observed a paradigm shift in the treatment of socioenvironmental disasters, emphasizing the protective issue, in a context which was mostly performed under the reactive slant. However, it is important to understand that the world is in constant metamorphosis, it is not a simple social change, framework in which the evolutionary aspect is located. The contemporary historic juncture, which is, transitional from the second to the third decade of the XXI Century, exposes its specificities, which, equally direct to the necessity of rethink the social-legal rationality indicated, especially the environment-related one. On a theoretical assumption idealized by the sociologist Ulrich Beck, the present thesis searches to comprehend the PNPDEC in the light of the world metamorphosis. Thus, the thesis should be seen under the view of a critical legal perspective, relating it to other areas of knowledge. The complexity and global risks era opens the world metamorphosis, which forces the reconsideration of the ways of life in the world of the political, legal and economical institutions, due to the current social structures failure. Even though there are fissures on the national disasters risk management regulation, it is identified that, even after a decade on validity, and in the face of a global climate crisis, the disasters risk management in the Brazilian scenario and the climate administration in the cities were unable to translate the social change framework to the world metamosphosis.
