The present research aims to investigate the disputed interests in the formulation of public policies for children, in the Municipal Council for the Rights of Children and Adolescents (CMDCA) in the municipality of São Gonçalo. The municipality of São Gonçalo is part of the metropolitan region of the State of Rio de Janeiro. Currently, it is the second city in the state in terms of population, with more than one million inhabitants, according to the IBGE (2010). The investigation proposes a reflection on the articulation of the debates in the CMDCA of São Gonçalo, intending to understand how the practices carried out having as a principle the promotion and defense of the rights of children and adolescents, recognizing them as subjects of law in their social differences and cultural, gender and race, as regulated by the Child and Adolescent Statute (ECA), federal law 8.069/91. In this understanding, the research proposal pervades the reflection of collective responsibility, discussed and learned in all societal spheres (TAVARES, 2007), which is effective in a political and comprehensive debate of integral and intersectoral service. From the theoretical-methodological point of view, it is a research with quantitative and qualitative approaches, focusing on a critical-participative reflection (MINAYO; SANCHES, 1993; WANDERLEY, 1984). The following methodological procedures were used: bibliographic sources, document analysis, data forms, analysis of tables and graphs, reports of participation in ordinary Council meetings, as well as semi-structured interviews with key actors in CMDCA's actions. It is important to emphasize that the research process was intensely crossed by the COVID-19 pandemic, which required us to rethink the research project and our investigative intentions. The screen research presents itself as a challenge, in view of the path of knowing and problematizing, through investigative procedures, the meanings and intentionality that constitute the CMDCA. Without pretending to exhaust the discussions present in this study, we understand that the Municipal Council for the Rights of Children and Adolescents in São Gonçalo presents itself as a space of resistance in the struggle for rights, and that even in the face of the difficulties faced it has played a role of social and political relevance for the rights of children and adolescents in the Municipality.
