This thesis is the object of study social risk, illustrating their impact on social welfare policy under the social protection system in Brazil. The main objective was to clarify the limits and implications of the use of "social risk" for the Brazilian social protection system, and its impact on social welfare policy. The hypothesis that supported this thesis was that in addition to the absence of a more explicit definition with respect to social risk in social welfare policy, the idea of social risk given in World Bank reports does the notion of universal social rights appears in the Constitutional Charter of 1988, putting enormous challenges in the daily work of social workers, protagonists of a professional ethical-political project with principles that clearly advocate the universalization of these constitutional rights. The research turned to literature review retrieving and analyzing bibliographic production that circumscribes the theme in the contemporary world. This demanded a literature search on official documents, national and international productions, through which data were obtained and information received that a critical-analytical treatment throughout the preparation of the study. All the productions and analyzed documents revealed that the discourse of "social risk" and their use in social protection policies are far from appearing as a critical element in the fight to eradicate poverty, as sustains the World Bank. In fact, this discourse of "social risk" deeply in tune with the recommendations of multilateral institutions at the service of the neoliberal creed, spreads and legitimate interests of international financial capital to its accumulation needs, relegating to the poverty and misery condition the vast majority of segments of the working class, replacing profound dilemmas facing the minimalist responses of social protection policies, now qualified as "deleted". The professional level, the debate has proved controversial, given that the reception of the "social risk" in social welfare policy is confronted with the ethical-political professional project supported by fundamental principles favorable to the defense of social rights guarantee. Against these values explicit in the Code of Professional Ethics, the formulation and implementation of social welfare policy, and the incorporation of social risk in the context of contrarreformas the Brazilian state, has been serving the requirements of structural reforms recommended by international organizations.
