This dissertation seeks to understand the visions and actions of the Council on Foreign Relations towards the policies that came to be termed as the war on terror and its architects, by analyzing their publications such as the reports of the various Task forces and articles published in its magazine, the Foreign Affairs. Founded in 1922, the Council on Foreign Relations (CFR) is a United States think tank dedicated to study the U.S. foreign policy. By organizing meetings, seminars, producing reports and publications, such as Foreign Affairs magazine, the CFR has built its image of serving the community as a source of information. Although it presents itself as an informational institute, since its foundation the CFR has been involved in the decision-making of the presidential offices. Following the terrorist attack in September 2001, President George W. Bush adopted a different foreign policy, these "new foreign policy", which would later be called Bush Doctrine and the War on Terror, were actually present within the Bush administration, and neo-conservative think tanks, even before the terrorist attacks.
