Resumo: This dissertation argues that, in its different forms, the pirate practice constitutes an act of political, economic and cultural resistance. Such feature, constitutive of their engagement in alternatives of existence, different from those determined by the formal economy, by the discourses of national states, by international institutions and by large media corporations is, therefore, a factor of the (inter)national order of life destabilization, reaction or change in various fields in both spheres. In this sense, I argue that countless examples demonstrate how the pirate practice is driven by social and political convictions, which disrupt representations naturalized by establishment narratives, which, by its turn, criminalize it. This way, in this dissertation, I primarily defend that among its most spectacular, known, and culturally innovative actions there is the free sharing of goods varied natures. However, it is the use of new media as vehicles, in order to create new political and cultural expressions of production and consumption, such as electronic games or information websites, which have triggered new perspectives of creative resistance and, at the same time, made the pirate practice one of the main targets of surveillance and repression in societies of control. In addition, I emphasize that the pirate perspective – the central concept of this research, defended by means of a post- structuralist conceptual approach – is used by individuals who seek to break with the standardized representations in the (post)modern international narratives. This rupture with common sense is accomplished through the creation of new counter-information vehicles and with the creation of new cultural expressions, causing aesthetic shocks and changes of perception about such representations in International Relations. In other words, the pirate perspective allows creative resistance through the production of "modified doubles" that it criticizes. In addition, this different aesthetic dimension of piracy helps us to understand certain actions of "pirate states", which ignore patents and copyrights in the search for guarantees of well-being of their populations.

Esta sua característica, constitutiva de seu engajamento em alternativas de existência diferentes daquelas determinadas pela economia formal, pelos discursos dos Estados nacionais, das Instituições Internacionais e das grandes corporações midiáticas é, portanto, um fator de desestabilização da ordem da vida nacional e/ou internacional, passível de provocar reação e/ou mudança em vários domínios de ambas as esferas. Defendo que inúmeros exemplos demonstram como a prática pirata é movida por convicções sociais e políticas, que provocam rupturas com as representações naturalizadas pelas narrativas do establishment, que a criminalizam. Nesta dissertação defendo, primordialmente, que dentre suas ações mais espetaculares, repercutantes, e culturalmente inovadoras, encontra-se o compartilhamento gratuito de bens de variadas naturezas. Porém, é o uso de novas mídias como veículos de criação de novas expressões políticas e culturais, de produção e de consumo, como os jogos eletrônicos, ou os sites de informação, que deflagraram novas perspectivas de resistência criativa e, ao mesmo tempo, tornaram a prática pirata um dos principais alvos da vigilância e repressão nas sociedades de controle. Ademais, destaca-se que a perspectiva pirata — conceito central desta pesquisa —, e defendida por meio de uma abordagem conceitual pós-estruturalista, é utilizada por indivíduos que buscam romper com as representações padronizadas nas narrativas sobre o internacional (pós-) moderno. Essa ruptura com o senso comum é realizada por meio da criação de novos veículos de contrainformação e da criação de novas expressões culturais, causando choques estéticos e mudanças de percepção sobre tais representações nas Relações Internacionais. Em outras palavras, a perspectiva pirata permite uma resistência criativa por meio da produção de “duplos modificados”.
