Resumo: The present work aims to investigate the role of institutions regarding the economic development, through a study of the impact of the political reforms of the Chinese State initiated by Deng Xiaoping from 1978 onwards, with specific focus on the decentralization of the central government s fiscal capacities towards the provinces, and its effects on macroeconomic performance and the productive system. For such analytical effort, it will be critically used an institutionalist literature of the fiscal federalism and the Market-Preserving federalism, in their attempts of analogy with the changes and restructuring of the government institutions and the policies of the State occurred in China, mostly in the time axis between 1978 and 2013, with commentaries about new fiscal restructuring occurred in 1994. Before, the first chapters will present discussions about the main differences between the economic models at work on the country since the foundation of the People s Republic; and the close links between the Communist Party and the State, in order to better contextualize the political order.

Para tal esforço analítico, será usada criticamente uma literatura institucionalista do federalismo fiscal e federalismo de preservação de mercado, em suas tentativas de analogia com as mudanças e reestruturação das instituições de governo e as políticas de Estado ocorridas na China, principalmente no eixo temporal compreendido entre 1978 e 2013, com comentários sobre a nova reestruturação fiscal ocorrida em 1994.
