This dissertation is an analysis that seeks to identify how action occurs between Social Organizations and Reference Centers of Social Assistance (CRAS) based on the theoretical conceptions about decentralization coming from the Federal Constitution of 1988 that provides parameters for legislation social systems, including the Single Social Assistance System (SUAS). For this, the exogenous look was used, through an exploratory case study, with the members of the socio-welfare network of the Andaraí Complex, aiming through interviews to analyze the forms of articulation between NGOs and CRAS in order to identify intersectoral actions. In addition to assessing the level of structure of the proposed in the SUAS on the dissemination of the CRAS being configured as channels of participation. Among the results, the interviewees' knowledge about the CRAS and the services provided within this public apparatus is incipient. From the point of view of the participation of the Social Organizations in relation to the VII Municipal Conference of Social Assistance, it was established as non-existent. And, finally, analyzing the statements of the coordinators of the Social Organizations and also of the presidents of the residents' associations, it seems that the constitution of the socioassistencial network is in line with the ones proposed in the SUAS guidelines, however, it still appears as fragile.
