Solid waste represents one of the main issues that involves society, especially Waste Electrical and Electronic Equipment (WEEE). The law 12305/2010, that is the establishment of the National Policy of Solid Waste, defines measures for a correct waste management. Among its actions, there is the establishment of the obligation of reverse logistics for some types of waste, in which WEEE are encompassed. The present research aims to analyze the opportunities and challenges of three different actors for the implementation of reverse logistics: public authority, business sector, and cooperatives. The sample area of this study are the city of Rio de Janeiro and the WEEE of the green line, a group in which computers, desktops, and notebooks are inserted. An applied, exploratory, qualitative and descriptive research was carried out. Inspired by the Snowball Methodology and SWOT Analysis models, this research used as research resources bibliographical research, documentaries and field activities in four cooperatives in the municipality. In addition, semi-structured questionnaires were applied to the mentioned actors. From the systematization and presentation of the data, it was observed that the management of WEEE in the country, and more specifically, in the city of Rio de Janeiro, occurs in a timely and voluntary way, while there is no establishment of obligations for each actor in the sector agreement for the reverse logistics of WEEE. Pointing out the challenges and opportunities for each actor, we sought to contribute to the process, presenting a diagnosis of the municipality and its needs.
