The present work is an exploratory study of the City Health Council of Ipatinga – Minas Gerais. The central question broached for us is to say about the political culture as determinant of social participation, nowadays. In that way, we mean the political culture that was being managed during the brazilian social-economic and political-cultural formation, to a great extent, had its base on relations like populist, authoritarist and of dependence. Then, population’s participation on decisions about the social politics was being difficult. Meanwhile, in the end of 1970 decade and in 1980 decade, in Brazil, the civil society suffered a complexity and occurred the constitution of a public and democratic scope. It changed over the current practice. An envoy of this process was the constitution of the Rights and Politics Councils, which are mechanisms of social control, by society, of the State’s actions. The questions cited above were needed to discuss the expression of that political culture in Ipatinga city, located in the east of Minas Gerais. Popular and democratic governments since 1989 have managed it. We tried to investigate if the Councils could contribute to a construction of democratic relations, in Brazil, and, specially, in Ipatinga, after a long period of dictatorship, in which there wasn’t condition to participate and the decisions were taken by the powerful ones. We considered in a subsequent period, after to “middle-class autocracy”, was possible to establish the public democratic scope in this same town. However, nowadays, because of many transformations have been verified in work’s world and in State, with the implementation of new liberalism project, we understand there is a retreat of the process of participation and the Council hasn’t converted itself in a way that express the population demand, once certain traditional governmental practices are still reproduced.
