The aim of this dissertation consists of analyzing municipal management through a so-cial angle aiming to understand the ways of valuing urban land and its consequences over the right of social housing. The starting point is that the detailed knowledge of the urban tissue is essential to calculate real estate value, housing planning within social interest, applying of urbanization tools of urban policy and effective tax collection. It is observed that such factors must be worked in an articulated and integrated way by the city hall and in accordance with the principles of urban policy, mainly the principle of social function of property in which the right to housing is its main vector. Based on this context, it makes sense to adopt a kind of urban planning that seeks the right of social housing through a social management of real es-tate valuing. This is understood as public management and works towards using urban policy s resources and tools in favor of dignified social housing and socio geographic within the cities needy population, which may contribute to lower social inequality and with the advance in quality of urban management. Once this context is established, the goal is to analyze housing production in Brazil so as to, from this data, obtain information that confirms the necessity of creating housing projects adapted to the conditions and terrain of the construction site, as a way of encouraging new alternatives and possibilities in the construction of urban space that break the paradigm in the public policy of. It is also remarked that the productive mindset generates huge losses and negatively influences urban strategic planning. Aiming to exemplify the points brought up in this research, field research was elaborated in the city of Petrópolis, located in the mountains of the state of Rio de Janeiro, with objective of using it as a reference case and suggesting to use local conditions for the production of social housing.
