This research aims to describe, characterize and analyze the links between the social policies of conditioned income transfer, the poverty and the infant-juvenile risk in the Bolsa Família Program context in the city of Foz do Iguaçu, in order to understand the ways and the objectives and subjectives conditions of the Program execution, its social reach and its technical, historical and institutional limits. For this purpose, it was conducted a bibliographic, a documentary and a field research, by understanding that the obtained data in these three investigative processes were mutually complementary and articulated together allowing a greater understanding of the studied reality. With this research was concluded that, in the 2000 to 2010 period, the program positively focused on the poverty and child labor reduction and the expansion of the basic social services access. As a result, it also contributed to the reduction of the children's and teenagers s exposure to danger risks, in Foz do Iguaçu, a city whose socio-economics characteristics are strongly marked by its International Boundary Condition with Argentina and Paraguay. Besides that, it is understood that ensuring a monthly fixed and regular income and by changing the state's presence in society, creating possibilities for poor and socially deprived families restore their social and institutional bonds nearby and have access to their basic social rights, the PBF(Bolsa Família Program) also promotes , albeit slowly, corporate changes, in the extend to the income regularity gives visibility as some exploitation of labour aspects as certain conditions to confront it. However, despite the social progress achieved, there wasn t necessarily dynamic in the Policy guidance dispute and in the counter-hegemonic society project, or even significant changes that altered the economic and social relations responsible for the uneven positioning of subjects in social life
