This thesis addresses the problem of regulating new technologies and innovations related to the so-called Information Age. In other words, how should Law act to regulate this social and economic reality posed by disruptive organizations and technologies. It seems clear to us that the available legal instruments and institutional structures will not be able to keep up with the rapid pace of change imposed by this exponential world, with the state at the grave risk of generating anomie spaces. One of the alternatives that are presented internationally, and which seems adequate to Brazil, is the restructuring of regulatory models through the creation of Sandbox programs. We therefore investigate how this institute has been applied around the world, as well as how it would be implemented in the country, and whether it has the potential to create new forms of regulation that can at the same time encourage the development and implementation of innovative solutions and protect society and the economic system from possible misuses or negative impacts. From what we have seen, Sandbox seems to be an interesting way to create joint workspaces between entrepreneurs and regulators to ensure that consumers have a faster access to innovative quality solutions at a lower cost. It is obvious that this is only a first step, a prelude, towards Law’s adaptation to the new social and economic reality, that is, to Exponential Law. So much remains to be done, but we hope to have contributed in this direction.
