Resumo: The dissertation investigates the bureaucratic management of the refugee recognition request of migrant people in the city of Rio de Janeiro. The objective was to analyze micropolitical strategies in the bureaucratic-institutional fabric existing between civil society organizations and certain instances of the State that deal with the issue of asylum seekers. Thus, we sought to understand through the field work carried out between July 2014 and March 2015, most of it at Cáritas Arquidiocesana do Rio de Janeiro, one of the organizations that works with these populations in the city, some practices of support and power that have target these populations. Through interviews, we sought the repercussion of the feeling of compassion among employees and volunteers involved in this asylum application process, as well as perceiving the difficulties of Congolese groups of applicants, and also of the already recognized refugees in the city of Rio de Janeiro, of being able to concretely carry out their citizenship rights.

O objetivo foi analisar estratégias micropolíticas na trama burocrática-institucional existente entre as organizações da sociedade civil e determinadas instâncias do Estado que tratam do tema dos solicitantes de refúgio. Assim, procuramos compreender através do trabalho de campo realizado entre julho de 2014 e março de 2015, a maior parte dele na Cáritas Arquidiocesana do Rio de Janeiro, uma das organizações que trabalha com essas populações na cidade, algumas práticas de apoio e poder que têm como alvo essas populações.
