This work is part of the field of health policy. The object of this study refers to social participation and social control at the Hospital Universitário Gaffrée e Guinle (HUGG) from the nowadays users and professionals view. The aim of the thesis is to understand what are the limits and possibilities of social participation and social control in the HUGG, considering the mechanisms developed by the Estate and the movement performed by the population to interfere in health policy in this hospital. Social control does not constitute a new subject inside social policies. Especially in health policy, from its very beginning, social policy moved the Brazilian society with various issues. Major epidemics, processes of vaccination of the population, lack of sanitation and poor access to potable water, the development of hospital medical complex, the Health Reform Movement, the creation of SUS among many other topics always mobilized Brazilian society. From the legacy of the Movimento Sanitário and the constitution of the SUS in the end of the 1980s, we have mechanisms for people's participation in public health. And from the first decade of this century, it is observed in the institutional discourse of the Ministério da Saúde themes like participation and social control. Therefore, it was necessary an effort to research about the ways of the participation of SUS users and workers within the health policy nowadays. In addition to research beyond widespread topics such as Health Conferences and Health Concils, this paper investigates how the institutional discourse of the Ministério da Saúde about the participation and social control is implemented in the SUS, specifically in a university hospital the HUGG. It is a case study, a research with qualitative approach that used the bibliographic research, documental research and conducting semi-structured interviews with users and HUGG professionals, between January and February 2015. The literature prioritized theoretical related to the historical trajectory of health policy materials the initial milestones until today the relationship between State and Civil Society and the debate about social participation and social control in health policy. The documentary research evaluated 11 documents of the Ministério da Saúde that explains the State concept of social participation and social control. The interviews made possible to understand how users accounting for eigth users interviewed and professional four interviewed professionals understand social participation on the basis of reality experienced in the university hospital studied. This research showed the ideology propagated by the Ministério da Saúde about the social participation and social control and its repercussions on HUGG as well as elucidated another process of social participation, the implementation resistance of Empresa Brasileira de Serviços Hospitalares (EBSERH) at the hospital.
