This thesis seeks, through a comparative analysis, to understand how Brazil's agenda to fight hunger and poverty came to be disseminated abroad. The work covers a 21-year period (1995-2016), that is, the governments of three presidents: Fernando Henrique Cardoso, Luiz Inácio Lula da Silva and Dilma Vana Rousseff. The transition from the 20th to the 21st century is fundamental to understanding the international transformations - especially the terrorist attacks on the United States in 2001 and the effects of the crisis of the economic model based on neoliberalism. At the same time, this transition also brought changes in domestic politics, with the rise of a new president, Lula, historically linked to social causes and for whom the issue of fighting hunger and poverty was a priority. By integrating different theoreticalapproaches, we aim to explain how these domestic and international factors created the conditions for Brazilian social policies - Bolsa Família and Fome Zero - to be disseminated internationally. In this process, it was concluded that President Lula played a key role, unlike Cardoso and Rousseff. The high intensity of the process of international diffusion promoted under his leadership increased the credibility of these policies internally and contributed to Brazil strengthening its soft power externally.
