Resumo: This thesis aims to analyze the public-private relationship of social assistance network in the implementation process of SUAS in Niterói - RJ. Such relationship has been built from earlier times to systematic forms of social protection inaugurated in Brazilian Federal Constitution with the social Security and its subsequent regulations. This form has been remaining to this day, under very peculiar shape, especially with the changes in the role of the state, aimed at strengthening liberal precepts. Therefore, it seeks to situate the understanding of state and civil society in Marxist and critical theory to understand this relationship in the formation of Brazilian society. For the analysis of the object of study, retains the historical shaping of public-private relationship between the Brazilian state and social assistance entities mediated skin juridical apparatus of the State, under the hypothesis the continuing centrality of private institutions in the provision of social assistance services, as part of the current strategies for coping with the dominant social issue in neoliberal context.

Tal relação vem sendo construída desde tempos anteriores às formas sistemáticas de proteção social inauguradas pelas propostas constitucionais de Seguridade Social e sua regulamentação posterior, permanecendo até os dias atuais, sob formato bem peculiar,principalmente com as modificações no papel do Estado, direcionadas pelofortalecimento de preceitos liberais. Para tanto, busca situar a compreensão de Estado e sociedade civil na teoria crítica marxista e compreender essa relação na conformação da sociedade brasileira.
