The object of this thesis is a study of institutionalization of participation using the analysis of the experience of the National Council for Combating Discrimination and Promotion of Rights of Lesbian, Gay, Bisexual, and Transgender (CNCD/LGBT) and of the subjects that participated there between 2011 and 2015. Was questioned whether the existence of the Council altered the representation in a broad sense, participating of the sphere of political exposing the reasons and justifications regarding demands of LGBT people who are not equally represented on traditional deliberative spaces. The CNCD / LGBT would be a space in which interests of LGBT people are presented, debated, problematized and structured, acting as an amplifier of the demands and reverberating those for the government. Thus, the council would be considered "strong public" in the sense given by Fraser (1999), in which represents more than a opinion formation, but also there is the possibility of decisionmaking with regard to LGBT policies. Assuming that public policy councils were thought to enhance the participation of civil society organizations to build public policy (decision-making power as inseparable part of the deliberative process) and exercise control over their execution, it was also asked if the CNCD / LGBT fulfill such role. From the field research, collection, systematization and analysis of the documents accessed and interviews with the counselors, the hypothesis was partially confirmed. The CNCD/LGBT demonstrates permeability to the demands of the LGBT population, but faces a scenario that remains unfavorable. Because of that can rarely refer them or implement them in the form of public laws or policies. However, the research showed a gradual maturing of the council, organizational and in relation of their achievements, what brings evidence about the potential of the CNCD/ LGBT as participatory institution in the preparation and implementation of public policies.
