This thesis has the relationship between monetary capital and income transfer programs nowadays as its object of study. Our goal is to examine the dynamics of organization of this capital and its consequences in contemporary, as well as the impacts and regulations imposed on social policies in times of financialization of capital. Our hypothesis is that the income transfer programs contribute to the process of against-reform of the social policies not only by its advocated focus but also because it prioritizes the budget at the expense of other programs and projects of social assistance, as well as it allows the return on interest bearing capital through resources that are intended to banks. The survey was used to document analysis and theoretical basis under the marxist tradition, seeking to critically exam of the settings of social policies at the present and the role of income transfers. We also sought to analyze the public budget at the federal level regarding the Social Security and, particularly, the income transfer programs under the Social Assistance. We have chosen to study the budget of Renda Mensal Vitalícia, the Benefício de Prestação Continuada and the Programa Bolsa Família, between the years of 2006 and 2009, and the resources that they intended to the banking institutions that operationalize the transfer of benefits. The research results show that the income transfer programs are strategies used by against-reform the social policies to encourage the process of the centrality of social assistance in the Social Security - which have seen a continuing and substantial increase in the budget - and operate with the selectivity of reaching the poorest in the opposite direction of the fundamental principles present in the Braszilian s Constitution text. They are still feeding mechanisms of interest bearing capital to retrace considerable sums of funds to banks and insert the working poor in the world of finance.
