Sob essa égide, a presente pesquisa busca compreender como a estrutura do Ministério das Relações Exteriores (MRE) perpetua desigualdades de gênero quanto à ascensão das mulheres na carreira diplomática brasileira. As hipóteses sugeridas estão relacionadas ao caráter insular do Itamaraty, ao seu ethos e tradição próprios e à sua ligação com a continuidade da elite masculina branca como um forte ator econômico e político. O estudo realizado é tanto qualitativo como quantitativo, mediante revisão bibliográfica, análise de documentário e de dados fornecidos pelo MRE por meio do sistema de acesso à informação do governo federal. As teorias feministas das Relações Internacionais serão utilizadas como arcabouço teórico, sobretudo o feminismo construtivista e o pós-estrutural. Para tanto, após o primeiro capítulo apresentar uma breve introdução sobre o tema proposto, o segundo capítulo abordará as ondas feministas, a questão de gênero e seu envolvimento com as Relações Internacionais. No terceiro capítulo, é feita uma breve abordagem histórica do Itamaraty, apresentando e analisando suas principais características, como seu ethos. O quarto capítulo traz a questão da mulher na carreira diplomática brasileira. Tem-se que o Itamaraty perpetua desigualdades de gênero em seu interior por basear-se em uma estrutura hierárquica-patriarcal, construída e consolidada ao longo dos anos. As ondas feministas não passaram de marolas no MRE. Mais do que ações institucionais, é preciso vincular uma nova imagem de diplomata à sociedade como um todo.In 2019, women were still less than 25% of the total number of Brazilian diplomats, and most of them do not reach the highest prestige rank in the Itamaraty hierarchy. Under this aegis, the present research seeks to understand how the structure of the Ministry of Foreign Affairs provides gender inequalities regarding the rise of women in the Brazilian diplomatic career. The suggested hypotheses is related to the island character of Itamaraty, its own ethos and tradition and its connection with the continuity of the white male elite as a strong economic and political actor. The studie is qualitative and quantitative, through bibliographical review and analysis of documentary and data analysis provided by the MRE through the system of access to federal government information. Feminist theories of International Relations will be used as a theoretical framework, especially constructivist and post-structural feminism. To do so, after the first chapter presents a brief introduction on the proposed theme, the second chapter will address the feminist waves, the gender issue and its involvement with International Relations. In the third chapter, a brief historical approach to Itamaraty is made, presenting and analyzing its main characteristics, such as its ethos. The third chapter brings up the issue of women in the Brazilian diplomatic career. Itamaraty has perpetuated gender inequalities in its interior because it is based on a hierarchical-patriarchal structure, built and consolidated over the years. Feminist waves were nothing but waves at MRE.
