Universidade e formação continuada de professores : entre as possibiliaddes e as ações propositivas

This study discusses the dynamics of continuous formation of teachers in its relation with the university, from three points: the accords and the institutionalisation of the formation projects; the programs of formation as way to the affirmation and solidification of the characteristics of the teaching profissionality and the construction of its autonomy; the possible alternatives to the universities, in the development of social dialogue for the diffusion of societies formed for the permanent learning. The universities congregate, supposedly , a wide experience in projects of happened continuous formation of the joint enter education, research and extension. According to some researchers, cited in this study, the University for producing and divulging knowledge through the research, consists as locus privileged for the continuous formation of teachers. It must be standed out; however, the movement of this, in the Brazilian reality, developed through courses and sporadically and lightened projects. The field formation in service is impregnated by the mentality of the rationality technique, in the measure where the taught content says respect to a set of rules and abilities that must be followed. The experiences were analysed, through the bibliographical revision, documentary analysis and interviews with coordinators, administrative and creating of three programs of formation, that involved: Universidade Federal do Rio de Janeiro, Universidade Federal do Estado do Rio de Janeiro, Universidade Federal Fluminense, Ministério da Educação, Secretaria de Estado de Educação do Rio de Janeiro, Secretaria Municipal de Educação de Niterói and Secretaria Municipal de Educação de Itaboraí. These actions were carried out through partnership between universities and public organs (offices of the secretary of education). We ve verified the great potential of the universities as locus formation, however, we ve established the necessity of a posture more active and propositive of the same in the scope of the continuous formation of teachers. We understand that should have a conjugation of efforts between the universities, the public organs and the teachers for the debate, conception, execution, support and evaluation of such undertakings.
