The impact of the technologies of information in the scientific communication has been affected of the practices of the academic research. Therefore these technologies facilitate the access to the scientific information, promoting the appearing of new alternatives for the scientific communication. The main purpose of this study is to analyse the use of the Portal of Electronic Journals of Capes through the doctoral researchers in biomedical science and its impacts on the academic research and generation of new knowledge, using the Technique of Critical Incident in island service users of the Library of Health Science Center of Federal University of Rio de Janeiro. The theoretical field constitutes in a dialogue among the information concept of Belkin and Robertson, which the question of the information as generating element of knowledge, and the alternative approach of the studies of users of the information, that considers the user as an active citizen, whose necessity to improve the information to the proportion that it advances in its process of search for information. Finally, in this perspective, the Portal is constituted by journals databases of scientific electronic which purpose is the generation of new knowledge by means of the transference from the information to the users needs. As methodological strategy was adopted a qualitative research, using the Technique of Critical Incident, that allows a detailed reconstruction of what happens in the contact between an user and the Portal, that is, as doctoral researchers in biomedical science interact from the information, from the moment of the identification of the information necessity, to the research and recovery and the use of the information.
