Política nacional de promoção da saúde: práticas e saberes dos enfermeiros da estratégia saúde da família

Resumo: The National Health Promotion Policy (NHPP) considers the promotion of health as a set of strategies and ways of producing health, in the individual and collective scope, evidenced in the articulation and intra and intersectorial cooperation, formation and articulation of health care network with broad participation and social control. This policy was instituted in 2006 with the challenge of producing health, qualifying sanitary practices and expanding health promotion actions in SUS services and management. The NHPP undergoes extensive revision and reformulation in 2015, with the aim of increasing participation and capillarity, signaling new arrangements, good governance and fostering spaces for inter- and inter-sectoral articulation. In the same year of NHPP, the Ministry of Health establishes the Family Health Strategy (FHS) as a model for reorienting basic health care in the SUS, proposing changes in the health care paradigm, to overcome the existing biomedical model, health care as a right to citizenship, and to promote practices involved in strengthening health. Among the professionals who make up the Family Health team, nurses are assigned the responsibility of implementing actions to reduce health damage, influence the community's lifestyle and consolidate health promotion practices. This study analyzed the perception of this professional in a large city in the state of Goiás to investigate whether the discursive practices, or the actions taken by the language implicit in the NHPP, made possible the necessary changes in the FHS routine. This is a descriptive-exploratory study with a qualitative-quantitative approach. 38 nurses participated in the study. A self-administered questionnaire was used with information on the professional profile, knowledge about the NHPP, health promotion practices and motivations to work with health promotion. In the FHS, the nurse is predominantly female, married, aged between 26 and 35 years, graduated in private institutions, with 3 to 5 years of training, specialist in several health areas and works in the same team between 1 to 2 years. The nurses affirm that they know between 50% and 75% NHPP, but when indicating the practices performed in the routine of the FHS, observed actions different from those proposed in this Policy. They affirm that they feel motivated to work on health promotion through the possibility of following the users and believing in the FHT as a strategy of impact on the health quality of the population.

Esta política foi instituída em 2006 com o desafio da produzir saúde, qualificar práticas sanitárias e expandir ações de promoção da saúde nos serviços e na gestão do SUS. Dentre os profissionais que compõem a equipe da Saúde da Família, o enfermeiro recebe a incumbência de implementar ações de redução de danos à saúde, influenciar o estilo de vida da comunidade e consolidar as práticas de promoção da saúde. Este estudo analisou a percepção deste profissional em um município grande porte no estado de Goiás com o intuito de investigar se as práticas discursivas, ou as ações decorridas pela linguagem implícitas na PNPS, viabilizavam mudanças necessárias na rotina da ESF. Trata-se de um estudo descritivo - exploratório com abordagem quali-quantitativa. Participaram da pesquisa 38 enfermeiros. Foi utilizado questionário autoaplicável com informações referentes ao perfil profissiográfico, conhecimento sobre a PNPS, práticas de promoção da saúde e, as motivações em trabalhar com promoção da saúde. Na ESF, o enfermeiro apresenta-se majoritariamente do sexo feminino, casado, com idade entre 26 a 35 anos, graduado em instituições privadas, com 3 a 5 anos de formação, especialista em diversas áreas da saúde e atua na mesma equipe entre 1 a 2 anos. Os enfermeiros afirmam conhecer entre 50%-75% a PNPS, porém ao indicar as práticas realizadas na rotina da ESF, observou ações distintas das propostas nesta Política.
