Understanding local socioeconomic development in the Itapecuru Valley Citizenship Territory, through the operationalization of government food acquisition programs, specifically PAA and PNAE, through the strengthening of family agriculture, is the main objective of this study. It seeks to identify the obstacles, contributions and potentialities existing in the marketing process of products from family agriculture in the institutional market. To make this possible, a methodological framework will be adopted based on the collection of secondary data from relevant bibliographic queries on the topic addressed and instruments of statistical analysis. It begins with an approach on agriculture in Brazil, the concept of sustainable local development and a brief history of food procurement policy in Brazil, explaining about its antecedents and the entire path to universalization. It is known that the PAA and the PNAE are public policies aimed at guaranteeing and improving food for vulnerable people and students in the public school system, in order to provide improvements in living conditions in rural areas, in education, As well as productive inclusion and reduction of social inequalities. The study made possible to verify that these programs are indispensable because they positively influence the local development of the studied Territory, being mechanisms able to promote the insertion of family agriculture in the market. However, there are obstacles in the execution of these programs, such as the non-operationalization of some of the modalities of the PAA, the non-compliance with the legislation regarding the destination of the PNAE resources from the FNDE for family agriculture of at least 30%, the lack of capacity of the parties The existence of constraints in marketing logistics, among others, restricting their great potential in local socioeconomic development and, in addition, depend on the implementation of other public policies aimed at family agriculture.
