This research has as its object the study of the contradictions existing in the conception and design of the Casa da Mulher Brasileira, an action of the Programa “Mulher: Viver Sem Violência”, established by Decree nº 8.086/2013, in the administration of Dilma Rousseff, aiming to reflect on the potential of the achievement of the proposed objectives, through a political evaluation. The study highlights the action formulation process, covering the analysis of the political, economic and sociocultural foundations that determined this process. It is believed that this research can contribute to the debate on violence against women, as well as to the improvement of public policies to combat this violence. This is an evaluative research, carried out through bibliographic and documental research, in order to make it possible to understand the problem situation and the guiding documents of Casa da Mulher. In this sense, it addresses gender violence and the socio-historical context in which this phenomenon is inserted. It reflects on the political, ideological and sociocultural principles that justified the creation of the Casa da Mulher Brasileira. It investigates the participation and interests of the various subjects involved in the construction of political action. It analyzes whether the constitutive elements of the policy design are consistent and coherent with each other, in order to enable the achievement of the proposed objectives. Finally, it presentes considerations about the feasibility of political action and its potential to meet what has been proposed.
