Macroproceso analysis of public policies and their implementation units, represented by social programs, earn relevance and centrality in contemporary social relations on the basis of attributes that both carry as a means for human emancipation and social transformation. This process in the capitalist State notably recognized by relationships that combine conflicts, antagonisms and ambiguities, on the threshold of the 21st century, went on to be intensified through the incorporation of the language game of symbols and the speeches which, in practice, obscure and hide the reading of social reality and fragments the individual, transforming the civil society participatory phenomenon in mere rituals devoid of senses. Indeed, the particular and concrete absorb and shape this reality and the substrate of the State role is subverted the condition of middle and revitalizing of the hegemonic control. In this respect, the complex set of relationships that involve the development of human nature is unilaterally oriented as the needs and requirements of a system historically constructed require them. Thus, aspects visible and easy to read once they are no longer perceived only by the plan of reason and of the human senses. Such dynamism introjected aborts in practice, through the ressignification and distortion of the elements that make up the substrate of social relations and State, the political development of civil society. In this sense, the contemporary setting relations highlights the need for active participation and qualitative social interventions, however, in the practical field that need is aborted, fragmented and disguised with help of seletividades structures in the service of the hegemonic control. Thus, the research seeks to understand the phenomenon of participatory civil society matogrossense through public policy cycle revealing the elements responsible for the annulment of the explicit needs of quality interventions. In this way, the challenge of investigative work consists in identifying and understanding the dynamism of the elements that make up the mosaic of social relations and ground state of Mato Grosso that impact in the political development of civil society and transforms the participative phenomenon in mirages. In this path, we highlight the guiding role of educator and cycle and we emphasize the role little explored in the local scene, the potential of the segments organised and of Public Administration strata average of Mato Grosso as mediators in the (re) construction of participatory phenomenon, in order to revert the bleak scenario of State relations and political and moral relativism. In these terms, the search still permeated by contradictions, dilemmas and ambiguities challenges us to discuss the issues that fragment the phenomenon obscured social relations and nullify his advances. To fulfill its mission the study combines the political culture of the Gramscian referential and of social movements with the experiences and empirical observations of the cycle of public policies and social programmes in Mato Grosso.
