In this research, we on the importance of activeness of monitoring and Social Control of maintenance and development of basic education and appreciation of education professionals – ACSH of FUNDEB, in the municipality of Sinop-MT, its advances and limits in relation to the monitoring of the Fund's investments. This Fund provides resources for all stages of basic education and is intended to qualify and redistribute resources from taxes tied to education, between its stages and modalities in basic education. The theoretical framework based on the perspective of historical materialism. The ACSH through their actions, in theory, should contribute to the strengthening of social control on spending public funds on public basic education. In the case of basic education funding policy, via the Law n° 2007/11,494 FUNDEB, the ACSH will have great importance for the follow-up and monitoring of the spending departments of basic education municipal public networks. Since the law of FUNDEF (9,424/1996) such advice had already been created, but with the current, the FUNDEB ACSH gain more visibility, in terms of social control. In this research we found through: structured interviews, questionnaires, analysis of the proceedings, and also of observation of some meetings of the Board, that the ACSH is dead, there is no effective participation problems for the accomplishment of the tasks, the members do not feel empowered and collegiate himself proves to be quite fragile to the exercise of social control. The historical-critical perspective allowed us to identify as contradiction of social control the fragile process of democratization of the State relations with civil society, because the popular segments of civil society are largely uninformed and alienated, distant validation processes of citizenship.
