O objetivo desta pesquisa é mensurar o efeito condicional do tipo de gasto – se tradicionais ou modernos – sobre os resultados eleitorais (desempenho e sucesso) dos candidatos a prefeito que concorreram em 2016 em função do número de eleitores do município. Em particular, testo as seguintes hipóteses: quanto maior o número de eleitores, maior o efeito dos gastos modernos sobre os resultados e, contrariamente, quanto menor a quantidade de votantes, maior o efeito das despesas tradicionais. Para tanto, combino uma revisão sistemática da literatura sobre o assunto com a análise estatística de um banco de dados original elaborado a partir de informações secundárias do Tribunal Superior Eleitoral (TSE). Os principais resultados da pesquisa apontam que há um aumento do efeito dos gastos tradicionais e modernos sobre os resultados à medida que cresce o número de eleitores. Quando condicionados ao número de eleitores, os gastos modernos têm efeito maior em ambientes com muitos eleitores no grupo de grandes municípios (acima de 200 mil eleitores). Já os gastos tradicionais, quando condicionados ao número de eleitores, têm efeito maior em distritos eleitorais médios-grandes (entre 50.001 e 200 mil eleitores) em ambientes com menos eleitores. Este trabalho contribui com a literatura que utiliza os gastos como proxy para desvendar estratégias de campanha e para sinalizar que tipos de ambientes eleitorais exigem recursos mais sofisticados de fiscalização do dinheiro utilizado em disputas eleitorais.CNPqWhat is the effect of the type of spending on electoral results? This research aims to measure the conditional effect of the type of spending, whether traditional or modern, on electoral results (performance and success) of candidates for mayor who competed in 2016, in relation to the number of voters in the municipality. In particular, I test the following hypotheses: the higher the number of voters, the greater the effect of modern spending on outcomes; and, conversely, the lower the number of voters, the greater the effect of traditional spending. To do so, I combine a systematic review of the literature on the subject with the statistical analysis of an original database based on secondary information from the Superior Electoral Court (TSE), in Brazil. The main results of the research indicate that there is an increase in the effect of traditional and modern spending on results as the number of voters increases. When conditioned to the number of voters, modern spending has a greater effect on environments with a large number of voters in large municipalities (over 200,000 voters). Traditional spending, when conditioned to the number of voters, has a greater effect on medium-large constituencies (between 50,001 and 200,000 voters) in environments with fewer voters.
