Defesa: Curitiba, 28/06/2019Inclui referências: p.156-165Resumo: Este trabalho é um estudo sobre a abordagem cultural no planejamento do destino turístico Paranaguá, com o objetivo geral de verificar de que forma o patrimônio histórico, material e imaterial, componentes da abordagem cultural, foi tratado no planejamento turístico de Paranaguá nas diferentes administrações municipais, no período entre 1950 e 2016. O município é conhecido pela atividade portuária e destaca-se também por sua riqueza cultural e histórica, remanescente do período colonial, por meio de um patrimônio conservado, além de festas religiosas e eventos, que fazem parte do conjunto dos recursos e atrativos turísticos locais. Como hipóteses, foi considerado: se o turismo cultural é o segmento mais representativo do turismo em Paranaguá; se a existência de um patrimônio histórico conservado constitui as bases para a segmentação do turismo cultural em Paranaguá; e por que as diferentes administrações públicas nem sempre consideraram a abordagem cultural decorrente dos recursos existentes no planejamento da atividade turística. O método adotado foi o dedutivo, buscando uma explicação de caráter universal, na forma de um estudo de caso, que pudesse explicar como os diferentes planos de desenvolvimento do turismo consideraram ou não os elementos culturais presentes no município. A pesquisa caracteriza-se como qualitativa e descritiva, com investigações documentais tanto nos documentos públicos, quanto em materiais de divulgação do município, revistas, artigos, teses, dissertações, visando estabelecer tais relações. Foram realizadas também entrevistas com ex-diretores e ex-secretários municipais relacionados ao turismo, na tentativa de verificar as gestões municipais que elaboraram planos turísticos e de que forma o tema foi abordado. Como resultado, obteve-se que Paranaguá passou por diversas administrações e gestões turísticas, mas, concretamente, o planejamento de turismo só ocorreu em 2013, com a implementação do Plano Master de Turismo de Paranaguá. As iniciativas anteriores, como o Projeto Onze, trabalhavam mais a educação patrimonial e turística, mas não constituíram um plano específico de turismo. Outras inciativas buscavam mais adaptar Paranaguá no contexto do planejamento nacional e regional (PNMT e PRT) sem constituir um plano local. Concluiu-se que a abordagem cultural sempre esteve presente no planejamento em Paranaguá nos Planos Diretores, porém não de forma integral, estabelecendo-se gradativamente junto a outras necessidades advindas, pelas gestões municipais ao longo dos anos, com outros segmentos turísticos do município. Como em parte do período investigado, os balneários litorâneos de Pontal do Paraná e Matinhos pertenciam ao território do município de Paranaguá, o interesse do planejamento e do marketing era o turismo de Sol e Praia, ocorrendo interesse pelo patrimônio histórico somente a partir da década de 1990, com o tombamento estadual do Centro Histórico, e posterior tombamento federal. Considerando o período investigado, a questão cultural em Paranaguá aparece de forma inexpressiva e não corresponde de fato ao seu real valor, visto suas características e potencialidades históricas e culturais, o que deixa o segmento do turismo cultural ainda por ser explorado. Paranaguá.Abstract: This research is about the cultural approach in the planning of the tourism destination Paranaguá, with the general objective of verifying how the historical heritage, material and immaterial, components of the cultural approach, was treated in the tourism planning of Paranaguá in the different municipal administrations, between 1950 and 2016. The municipality is known for its port activity and is also noted for its cultural and historical wealth, reminiscent of the colonial period, through preserved heritage, as well as religious festivals and events, which are part of the resources and local tourist attractions. The hypotheses were considered: if cultural tourism is the most representative segment of tourism in Paranaguá; the existence of a preserved historical heritage constitutes the basis for a segmentation of cultural tourism in Paranaguá; and by that the different public administrations did not always consider a cultural approach. The method adopted was the deductive, when searching for an exhibition of a universal character, in the form of a case study, which included the different tourism development plans, considering them or not as cultural elements present in the municipality. The research is qualitative and descriptive, with documentary investigations, as much as the public contents, as the materials of publicity of the municipality, magazines, articles, theses, dissertations, obtaining of connections. Interviews were also conducted with ex-directors and former municipal secretaries related to tourism, in an attempt to verify the municipal management that elaborated tourist plans and in what form the subject was approached. As a result, it was obtained that Paranaguá passed through several administrations and tourism management, but, concretely, the planning of tourism only occurred -in 2013, with the implementation of the Master Plan of Tourism of Paranaguá. Previous initiatives, such as Project Eleven, worked more on patrimonial and tourism education, but did not constitute a specific tourism plan. Other initiatives sought to adapt Paranaguá in the context of national and regional planning (PNMT and PRT) without being a local plan. It was concluded that the cultural approach was always present in the planning in Paranaguá in the Master Plans, but not in an integral way, gradually establishing itself along with other necessities, coming from municipal management over the years, with other tourism segments of the municipality. As part of the period investigated, the balneary of Pontal do Paraná and Matinhos belonged to the territory of the municipality of Paranaguá, the interest of planning and marketing was the tourism of Sun and Beach, occurring interest by the historical heritage only from the decade of 1990, with the state historic state registry, and later federal registration. Considering the period investigated, the cultural question in Paranaguá appears in an inexpressive way and does not correspond to its real value, given its historical and cultural characteristics and potentialities, which leaves the cultural tourism segment still to be explored.
