Resumo: This work presents the applied research of process management in the Rectory of the IFRJ, where the main administrative activities of the Institute are concentrated and the administrative unit that introduced the management of processes recently to meet the requirements of the control bodies, being a way to improve the organizational processes and as a consequence to obtain a greater performance in the produced results. However, in order for the management of the Institute's processes to be introduced and consolidated, a need has been identified in the literature for a dedicated sector to carry out the activities that involve process management. The creation of the Process Management Office, acting in the set of activities that involve the management of processes is proposed, in the present work, as a solution to increase the efficiency in the question of processes in the IFRJ. The study aimed to develop a model for the adoption of a Process Management Office ? INOVA, based on empirical studies of the organizational environment of the IFRJ considering possible barriers to innovation that may impact the implementation of a Office, which is considered an organizational innovation in the Federal Institute. Through the implementation of the Office, service innovations can be realized, with the significant improvement of the service provided and of process, and with the redesign and simplification of the processes. The barriers identified as occurring in innovation deployment processes were found in the context of process management, in the implementation of the office. The research points out the best solutions to overcome these barriers, considering a model for adoption of the Process Management Office to implement process management and bring innovation to the organizational environment of the IFRJ.

A Reitoria introduziu a gest?o de processos h? pouco tempo para atender ?s exig?ncias dos ?rg?os de controle, sendo uma forma de melhorar os processos organizacionais, al?m de obter um maior desempenho nos resultados produzidos. No entanto, para que a gest?o dos processos do Instituto possa ser introduzida e consolidada, foi identificado, na literatura, a necessidade de um setor dedicado a realizar as atividades que envolvem o gerenciamento de processos. A cria??o do Escrit?rio de Processos, atuando no conjunto de atividades que envolvem a gest?o de processos, ? proposta, no presente trabalho, como uma solu??o para aumentar a efici?ncia na quest?o de processos no IFRJ. O estudo teve como objetivo desenvolver um modelo para ado??o de um Escrit?rio de Processos ? INOVA ? baseado em estudos emp?ricos do ambiente organizacional do IFRJ, considerando as poss?veis barreiras ? inova??o existentes que possam impactar a implanta??o de um Escrit?rio de Processos, sendo esse considerado uma inova??o organizacional no Instituto Federal. Por meio da implementa??o do Escrit?rio, poder?o ser realizadas inova??es de servi?o, com a melhoria significativa do servi?o prestado e de processo, e com o redesenho e simplifica??o dos processos. As barreiras apontadas como ocorrentes em processos de implanta??o de inova??o foram encontradas no contexto da gest?o de processos, na implementa??o do Escrit?rio. description This work presents the applied research of process management in the Rectory of the IFRJ, where the main administrative activities of the Institute are concentrated and the administrative unit that introduced the management of processes recently to meet the requirements of the control bodies, being a way to improve the organizational processes and as a consequence to obtain a greater performance in the produced results. However, in order for the management of the Institute's processes to be introduced and consolidated, a need has been identified in the literature for a dedicated sector to carry out the activities that involve process management. The creation of the Process Management Office, acting in the set of activities that involve the management of processes is proposed, in the present work, as a solution to increase the efficiency in the question of processes in the IFRJ. The study aimed to develop a model for the adoption of a Process Management Office ? INOVA, based on empirical studies of the organizational environment of the IFRJ considering possible barriers to innovation that may impact the implementation of a Office, which is considered an organizational innovation in the Federal Institute. Through the implementation of the Office, service innovations can be realized, with the significant improvement of the service provided and of process, and with the redesign and simplification of the processes. The barriers identified as occurring in innovation deployment processes were found in the context of process management, in the implementation of the office. The research points out the best solutions to overcome these barriers, considering a model for adoption of the Process Management Office to implement process management and bring innovation to the organizational environment of the IFRJ.
