PROEJA e inclus?o social: qualifica??o, emprego e desemprego de egressos do curso de Inform?tica da EAFS/RS

Resumo: This text is a reflection about PROEJA Education Program for Youth and Adults, introduced in Brazil in 2005, by the Decree number 5478. The Program is an educational way directed to help people excluded by society and school, which is an integral part of society. In 2006, the government issued the Decree number 5840, with the clear idea that it was a program of social inclusion, according to the reform of professional education in Lula s government, directed to a population traditionally excluded from regular education, that exceeded the age for regular schooling. From this reality, it s possible to find many contradictions between the discourse and the reality of the programs that intend to rescue the social debit accumulated over the time with popular classes. Sometimes, these contradictions compromise the success of these programs. One issue presented for investigation is to verify if, despite the generation of employment and income is not a consequence of higher quality, but investment in fixed capital, how PROEJA could be a real alternative for the rural population from the region and how this population could remain in the labor market? From this question, we structured this research, whose goal is to verify how the Integrated Training Program for the Professional Education in Information Technology, offered by EAFS/RS, according to PROEJA, is contributing to increase the qualification of their graduates, providing them better admission conditions and possibilities to remain in the labor market. For the proposed research, we use as data collection the literature about the subject, primary bibliographic sources (official documents, projects from the EAF investigated, selection process documents) and we utilized the application of questionnaires, participant observation, during the Seminar of Self Assessment, that happened in the end of the program, and interviews after seven months after the completion of the program, with the objective to locate them and check the situation of them, if they improve their life quality and if they are integrated in the labor market within the formation area.

Em 2006, o governo emitiu o Decreto de N? 5.840, tornando ?bvio que seria mais um programa de inclus?o social da pol?tica da reforma do ensino profissional do Governo Lula, voltada a uma popula??o tradicionalmente exclu?da da educa??o regular que ultrapassaram a idade regular de escolariza??o. Diante desta realidade, ? poss?vel constatar in?meras contradi??es entre o discurso e a realidade de programas que t?m como prop?sito o resgate da d?vida social acumulada ao longo do tempo junto ?s camadas populares. Tais contradi??es, muitas vezes, chegam at? a comprometer o ?xito desses programas. Uma quest?o se apresenta para investiga??o ? se, apesar de a gera??o de emprego e renda n?o ser uma conseq??ncia da maior qualifica??o, mas de investimentos em capital fixo, em que aspecto o PROEJA poder? se constituir em uma alternativa concreta para os trabalhadores rurais da regi?o se inserir e permanecerem no mercado de trabalho? A partir desta quest?o, estruturamos esta pesquisa, cujo objetivo ? verificar se o Programa de Forma??o Integrada ao Ensino Profissional em Inform?tica, oferecido pela EAFS/RS, no ?mbito do PROEJA, tem contribu?do para aumentar a qualifica??o de seus egressos, proporcionando-lhes melhores condi??es de ingresso e perman?ncia no mercado de trabalho. Para a investiga??o proposta, tomamos como instrumentos de coleta de dados a literatura sobre o tema, fontes bibliogr?ficas prim?rias (documentos oficiais, projetos da pr?pria EAF investigada, documentos do processo seletivo) e realizamos a aplica??o de question?rios, observa??o participante, durante o Semin?rio de Auto-Avalia??o realizado no final do programa e entrevistas ap?s sete meses ap?s a conclus?o do programa com o objetivo de localiz?-los e verificar a situa??o de cada um no que se refere ? melhoria da qualidade de vida e inser??o no mercado de trabalho dentro da ?rea de forma??o.Made available in DSpace on 2016-04-26T16:55:33Z (GMT).
