Resumo: | The tendencies of the world food market are oriented by an important growth in the consumption of natural products such as fruits and vegetables, leading to an equally significant increase in the prices and in the number of basic quality parameters, of which those concerning safe food receive a special emphasis. Brazil is the third biggest fruit producer in the world, which makes fruit growing such an important activity for this country. However, in the order for this activity to develop, environmental and social requirements, as well as requirements on quality set up by the food market must be observed. In this context, Agricultural and Livestock Integrated Production (PI Brazil) is a system which uses technologies that allow an effective control of the production system. It was adopted by the Ministry of Agriculture, Livestock and Food Supply as a national protocol of certification for farming products. Nevertheless, in a country as big as Brazil, technology transfer processes represent not only a powerful work tool in the expansion of practices and technologies available for integrated production, but also a great challenge to overcome. In this sense, the objective of this research was to point out the aspects that contribute to the raise in the number of farmers joining this Program, through the identification of the factors that encouraged them the most to adhere to the PI Brazil certification; the way they act, how they articulate key players involved in the Program, and the contribution of technology transfer processes to its development. In order to reach these goals, a holistic and descriptive case study was conducted, whose objects of study were the cases regarding apple and grape productions in Brazil. Semi-structured interviews were applied to the main players involved in the integrated production in Brazil and in France, and a desk research was also carried out. All data collected were analyzed under a qualitative perspective, through benchmarking and explanation construction techniques. At the end of the research it can be conclude that the current structure available for technology transfer processes in agriculture does not constitute a tool facilitating the PI Brazil expansion. In order for the Program to advance, it?s necessary that the Ministry of Agriculture plays a more democratic and proactive role in the modernization of the productive apparatus, boosting relations with all stakeholders through new partnership mechanisms, and also, that it creates specific subsidies targeting integrated production, and new communication channels for the exchange of information between all agents involved. The Ministry should also encourage the professionalization of the sector and promote improvements in the agrochemical segment, in training plans, in the current structure for technology transfer and in the dissemination of the Program. The data of this research can be used to provide feedback into the national integrated production system and also in the adoption of guidelines and management actions that allow the creation of new paths for the promoting of the adhesion of farmers to the PI Brazil program. |

Le Br?sil est le troisi?me producteur de fruits dans le monde, la fruticulture ?tant ainsi d?une grande importance sociale pour ce pays. Toutefois, pour qu?il y ait du progr?s dans cette activit?, elle doit faire preuve de conformit? aux exigences environnementales, sociales et de qualit? fix?es par les march?s. Dans ce contexte, la Production Int?gr? Agropastorale (PI Br?sil) est un syst?me qui s?utilise des technologies qui permettent un contr?le efficace du syst?me de production. Elle a ?t? adopt?e par le Minist?re de l'Agriculture, de l'Elevage et de l'Approvisionement comme protocole nationale de certification pour les produits agricoles. Cependant, dans un pays avec les dimensoins territoriales comme celles du Br?sil, les processus de transfert de technologie ne repr?sentent pas seulement un outil puissant dans l?expansion des pratiques de travail et des technologies disponibles pour la production int?gr?e, mais aussi un grand d?fi ? surmonter. L'objectif de cette ?tude a ?t? celui de d?terminer les dispositifs qui contribuent ? l'augmentation du nombre d'agriculteur adh?rant au programme, tout en identifiant les facteurs qui les m?nent ? opter pour la certification au PI Br?sil, la mani?re d'agir et d?articuler des principaux acteurs impliqu?s dans le programme et la contribution des processus de transfert de technologie ? son d?veloppement. Pour atteindre ces objectifs, a ?t? men? une ?tude de cas, dont les objets d'?tude ont ?t? les cas de production de pommes et de raisin au Br?sil. Des entretiens semi - structur?s ont ?t? appliqu?s aux principaux acteurs de la production int?gr?e au Br?sil et en France, et une importante recherche documentaire a ?t? r?alis?e. Les donn?es ont ?t? trait?es qualitativement par des techniques d??talonnage et de construction d'explications. A la fin de l'?tude, on peut conclure que la structure actuelle disponible pour les processus de transfert de technologie dans l'agriculture ne constitue pas un outil qui facilite l'expansion du PI Br?sil. Pour que le Programme faire du progr?s, il est n?cessaire que le Minist?re de l'Agriculture se montre plus d?mocratique et proactive dans la modernisation de l'appareil productif ? en articulant avec l'ensemble des parties prenantes par le biais de nouveaux dispositifs de partenariat - et qu?il cr?e des provisions sp?cifiques pour la production int?gr?e ainsi que des nouveaux canaux de communication pour l'?change d'informations entre tous les acteurs impliqu?s. Il doit ?gualement favoriser la professionnalisation du secteur et promouvoir des am?liorations dans le secteur de l'agrochimie, dans les plans de formation, dans le cadre actuel de transfert de technologie et dans la diffusion du programme. Les donn?es de cette ?tude peuvent ?tre utilis?es en tant que m?canisme de r?troaction du syst?me national de production int?gr?e et dans l'adoption des politiques et des mesures de gestion qui permettent d'ouvrir de nouvelles voies pour la promotion de l'adh?sion des agriculteurs au programme PI Br?sil.As tend?ncias do mercado mundial de alimentos apontam para um crescimento em produtos naturais, como frutas e vegetais, com aumento de pre?os e dos par?metros b?sicos de qualidade, como a ?nfase no alimento seguro. O Brasil ? o terceiro maior produtor de frutas do mundo e a fruticultura no pa?s tamb?m tem grande import?ncia social. No entanto, para a atividade progredir ? preciso atender aos requisitos ambientais, sociais e de qualidade especificados pelos mercados. Dentro desse contexto a Produ??o Integrada Agropecu?ria (PI Brasil) ? um sistema que emprega tecnologias que permitem o controle efetivo do sistema produtivo, e foi adotada pelo Minist?rio da Agricultura, Pecu?ria e Abastecimento como o protocolo nacional de certifica??o para os produtos agropecu?rios. No entanto, em um pa?s com as dimens?es do Brasil, os processos de transfer?ncia de tecnologia se constituem n?o apenas numa poderosa ferramenta de trabalho para a expans?o das pr?ticas e tecnologias dispon?veis para a produ??o integrada, mas tamb?m em um grande desafio a ser superado, no sentido de envolver todas as partes interessadas na cadeia produtiva em torno da solu??o dos problemas existentes. Assim, o objetivo deste trabalho foi apontar quais s?o os fatores que contribuem para o aumento do n?mero de ades?es do produtor rural ao Programa. Para alcan?ar esse objetivo foi conduzido um estudo de caso hol?stico descritivo, cujos objetos de estudo foram os casos das produ??es de ma?? e uva no Brasil e na Fran?a. Foram aplicadas entrevistas semiestruturadas aos principais agentes envolvidos com a produ??o integrada no Brasil e na Fran?a, al?m de pesquisa documental. Os dados obtidos foram tratados qualitativamente, por meio das t?cnicas de referencia??o e de constru??o da explana??o. Ao final da pesquisa pode-se concluir que a atual estrutura dispon?vel aos processos de transfer?ncia de tecnologia em agricultura n?o se constitui numa ferramenta facilitadora ? expans?o da PI Brasil. Para o avan?o do Programa, requer que o Minist?rio da Agricultura tenha uma postura mais democr?tica e proativa de moderniza??o do aparelho produtivo, articulando-se com todas as partes interessadas por meio de novos dispositivos de parceria, e que crie subs?dios espec?ficos para a produ??o integrada e novos canais de comunica??o para a troca de informa??es entre todos os agentes envolvidos. Al?m de incentivar a profissionaliza??o do setor e de promover melhorias na grade de agroqu?micos, nos planos de treinamento e capacita??o, na atual estrutura para a transfer?ncia de tecnologia e na divulga??o do Programa. The tendencies of the world food market are oriented by an important growth in the consumption of natural products such as fruits and vegetables, leading to an equally significant increase in the prices and in the number of basic quality parameters, of which those concerning safe food receive a special emphasis. Brazil is the third biggest fruit producer in the world, which makes fruit growing such an important activity for this country. However, in the order for this activity to develop, environmental and social requirements, as well as requirements on quality set up by the food market must be observed. In this context, Agricultural and Livestock Integrated Production (PI Brazil) is a system which uses technologies that allow an effective control of the production system. It was adopted by the Ministry of Agriculture, Livestock and Food Supply as a national protocol of certification for farming products. Nevertheless, in a country as big as Brazil, technology transfer processes represent not only a powerful work tool in the expansion of practices and technologies available for integrated production, but also a great challenge to overcome. In this sense, the objective of this research was to point out the aspects that contribute to the raise in the number of farmers joining this Program, through the identification of the factors that encouraged them the most to adhere to the PI Brazil certification; the way they act, how they articulate key players involved in the Program, and the contribution of technology transfer processes to its development. In order to reach these goals, a holistic and descriptive case study was conducted, whose objects of study were the cases regarding apple and grape productions in Brazil. Semi-structured interviews were applied to the main players involved in the integrated production in Brazil and in France, and a desk research was also carried out. All data collected were analyzed under a qualitative perspective, through benchmarking and explanation construction techniques. At the end of the research it can be conclude that the current structure available for technology transfer processes in agriculture does not constitute a tool facilitating the PI Brazil expansion. In order for the Program to advance, it?s necessary that the Ministry of Agriculture plays a more democratic and proactive role in the modernization of the productive apparatus, boosting relations with all stakeholders through new partnership mechanisms, and also, that it creates specific subsidies targeting integrated production, and new communication channels for the exchange of information between all agents involved. The Ministry should also encourage the professionalization of the sector and promote improvements in the agrochemical segment, in training plans, in the current structure for technology transfer and in the dissemination of the Program. The data of this research can be used to provide feedback into the national integrated production system and also in the adoption of guidelines and management actions that allow the creation of new paths for the promoting of the adhesion of farmers to the PI Brazil program. |
