Resumo: In this dissertation, we noted the constraints that lead to improved working conditions of Piracicaba cane cutters as well as the changes on the structure itself of the sugarcane industry in the interior of S?o Paulo. Our goal was understand through the speeches of various actors such as constraints were important to consolidate these changes and how they have impacted the local production chain of ethanol. We consider three key factors to base out our reflections about the current industry and the environment of the city: the economic crisis facing the sector since 2008; the severe drought that causes damages in 2014/2015 production in South Central region of the country; and the uninterrupted process of mechanization that must be understood as a deployment of laws and signed protocols that predict the end of the straw burning. We observe that these factors have strongly contributed to the acceleration of eliminate the manual work of sugarcane cutting. Concomitant to them, we consider that the initiatives aimed to improve those conditions arise at the moment of Brazilian sugarcane industry desire access to global commodity markets and, therefore, came under multilateral pressures requiring changes over the production process. In addition, we find out through our analysis that the improvement of working conditions are, in fact, an irreversible process and consolidated and, therefore, do not conditional on political and economic moment that the sugarcane industry lives. For this survey, were made two field of work in Piracicaba, where we interviewed through semi-structured questionnaires, six representatives from institutions linked to the sugarcane industry in the city and others 25 cane cutters. As conclusions we can emphasize that these improvements of work conditions are real and are independent of the scenario of crisis faced by the sector. However, two points are relevant: I) although this scenario is admittedly better than the previous decade, it is not possible to say that the legislation is fully accomplished and that all workers enjoy their full rights; II) is required to relativize these improvements seen that the growing elimination of this labor. Finally, we present the new context of the piracicabano sugarcane industry, emphasizing above all the allocated workers who manually cut sugarcane.

Nosso objetivo foi constatar por meio dos discursos de diversos atores como tais condicionantes foram importantes para consolidar essas mudan?as e como eles t?m impactado a cadeia produtiva local do etanol. Consideramos tr?s fatores fundamentais para pautar nossas reflex?es sobre o atual quadro do setor no munic?pio: a crise econ?mica que o setor enfrenta desde 2008; a grave seca que causou preju?zos na safra 2014/2015 na regi?o Centro Sul do pa?s; e o ininterrupto processo de mecaniza??o do corte que deve ser entendido como um desdobramento de legisla??es e protocolos firmados e que preveem o fim da queima da palha da cana. Entendemos que esses fatores t?m contribu?do fortemente para a acelera??o da elimina??o do trabalho no corte manual da cana. Concomitante a eles, consideramos que as iniciativas direcionadas para a melhoria dessas condi??es surgiram no momento em que o setor sucroenerg?tico brasileiro almejou o acesso ao mercado global de commodities e, com isso, passou a sofrer press?es multilaterais que exigiam mudan?as sobre o processo produtivo. Al?m disso, procuramos descobrir por meio de nossas an?lises se as melhorias das condi??es de trabalho s?o, de fato, um processo irrevers?vel e consolidado e, portanto, n?o condicionado ao momento pol?tico e econ?mico que o setor sucroenerg?tico vive. Para realiza??o dessa pesquisa, foram feitos dois trabalhos de campo em Piracicaba, onde entrevistamos, por meio de question?rios semiestruturados, seis representantes de institui??es ligadas ao setor sucroenerg?tico do munic?pio e 25 cortadores de cana. Como conclus?es podemos ressaltar que as melhorias das condi??es de trabalho s?o definitivas e que independem do cen?rio de crise enfrentado pelo setor. Por?m, duas ressalvas s?o pertinentes: I) ainda que esse cen?rio seja reconhecidamente melhor do que o da d?cada anterior, n?o ? poss?vel afirmar que a legisla??o seja totalmente cumprida e que todos os trabalhadores gozem de seus plenos direitos; II) ? necess?rio relativizar tais melhorias visto a crescente elimina??o dessa m?o de obra.
