Resumo: | The opening of markets and the possibility of exploiting education by private entities has led to a growth in the number of private Higher Education Institutions (HEIs) throughout Brazil. More than 85% of all Brazilian universities and colleges are private (INEP, 2017). In this context, pre-established regulations and criteria were created by the Ministry of Education (MEC) to ensure that a minimum standard of quality is met in the provision of educational services. However, although the regulations are the same throughout the national territory, interpretations and actions are differentiated from HEI to HEI by virtue of the translation capacity developed and practiced by the organization's manager. This individuality and subjectivity that involves the translation of administrative norms into practical actions favored the relation of theories such as the Institutional Theory and the Dynamic Capacities theory in the search of an understanding of how this process occurs. In view of the above, the objective of this research is to understand the institutionalization of strategic practices in private HEIs of Sergipe through the translation and adaptation of the regulatory standards of the MEC. The study has a qualitative nature, the research strategy was a comparative case study, with an exploratory and descriptive nature. Data collection took place through semi-structured interviews with managers of private Sergipe HEIs, and analysis of results was done through content analysis. The aim of this work was to contribute to the growing research involving the Institutional Theory and Dynamic Capacities theory, as well as to understand the actions carried out by HEI in the search for compliance with standards and the provision of quality services. The data obtained from the interviews in three private educational institutions, with key professionals, being participants of the Structural Teaching Nucleus (NDE), Course Coordinators and Members of the Evaluation Committee (CPA), were complemented by the perception and vision of the researcher both in the environment to which the meetings were held, as well as in the means of communication and dissemination used by HEIs. Comparatives were carried out in order to verify the existence of institutional isomorphism regarding the way in which decisions are made based on MEC regulations. It was concluded that, despite obeying similar laws, HEIs behave differently, observing a common participatory movement in HEIs of smaller sizes. Relating the respondents' responses to the dynamic capacities, it was noticed that in HEIs of smaller size and market experience, teachers have more participatory voice and it is possible to identify dynamic capacities in the decision making process. Different from the reality of the HEI of larger size and experience, in which employees are not part of participatory meetings and their contributions are only in the execution of what has been imposed, ie, visualization of ordinary capacities. The research was limited to the private IES sergipe selected for accessibility, however, an expansion in the research of behavior of private IES in relation to this process, involving more institutions, would generate a better deepening in the subject, besides showing results with greater geographical representativeness. |

Mais de 85% do total de universidades e faculdades brasileiras são privadas (INEP, 2017). Neste contexto, regulamentações e critérios pré-estabelecidos foram criados pelo Ministério da Educação (MEC) para garantir que um padrão mínimo de qualidade seja atendido na prestação de serviços educacionais. Contudo, apesar de as regulamentações serem as mesmas em todo território nacional, interpretações e ações são diferenciadas de IES para IES em virtude da capacidade de tradução desenvolvida e praticada pelo gestor da organização. Esta individualidade e subjetividade que envolve a tradução de normas administrativas em ações práticas favoreceu a relação de teorias como a Teoria Institucional e a teoria das Capacidades Dinâmicas na busca do entendimento de como ocorre esse processo. Diante do exposto, o objetivo desta pesquisa é compreender a institucionalização de práticas estratégicas em IES privadas de Sergipe por meio da tradução e adaptação dos padrões regulatórios do MEC. O estudo possui natureza qualitativa, a estratégia de pesquisa foi um estudo de casos comparativos, com natureza exploratória e descritiva. A coleta de dados ocorreu por meio de entrevistas semiestruturadas com gestores de IES privadas sergipanas, e a análise de resultados se deu por análise de conteúdo. Pretendeu-se com este trabalho contribuir com as crescentes pesquisas que envolvem a Teoria Institucional e a teoria das Capacidades Dinâmicas, além de compreender as ações realizadas por IES na busca de atendimento às normas e prestação de serviços de qualidade. Os dados obtidos pelas entrevistas em três instituições de ensino privadas, com profissionais-chave, sendo participantes do Núcleo Docente Estruturante (NDE), Coordenadores de Curso e Membros da Comissão Própria de Avaliação (CPA), foram complementados pela percepção e visão da pesquisadora tanto no ambiente ao qual os encontros eram realizados, quanto nos meios de comunicação e divulgação usados pelas IES. Comparativos foram realizados em busca de verificar a existência de isomorfismo institucional no tocante à forma com que as decisões são tomadas a partir de regulamentações do MEC. Concluiu-se que, apesar de obedecerem a legislações idênticas, as IES se comportam de maneira distinta, observando um movimento comum participativo nas IES de portes menores. Relacionando as respostas dos entrevistados com as capacidades dinâmicas, foi percebido que em IES de porte e experiência de mercado menores, os docentes possuem mais voz participativa sendo possível identificar capacidades dinâmicas no processo decisório. Diferente da realidade da IES de porte e experiência maiores, na qual os colaboradores não fazem parte de reuniões participativas sendo suas contribuições apenas na execução do que lhes foi imposto, ou seja, visualização de capacidades ordinárias.
