Resumo: The funds received as a result of oil royalties are a source of important and potentially transformative for states and municipalities located in areas of petroleum extraction. The dissertation work is meant to examine the application of royalties derived from activities related to the oil industry earned by states and municipalities. To achieve this purpose, there is analysis of the oil law, the administrative constraints that are submitted to public resources and the possibilities that public policy provides. It took into account the finiteness of the mines and oil fields, so the research aims to determine how these resources are potentially able to promote improvements in education, health, employment and income of the local population, focusing on sustainable social development for these municipalities . Assigning responsibilities for public managers in the application and investment is through public policy. The study sees the possibilities of better utilization of those resources through the creation of sovereign wealth funds and legal relationship of oil royalties.

El trabajo de tesis se pretende examinar la aplicación de las regalías derivadas de las actividades relacionadas con la industria del petróleo obtenidos por los estados y municipios. Para lograr este propósito, no es el análisis de la ley del petróleo, las limitaciones administrativas que se presentan a los recursos públicos y las posibilidades que las políticas públicas. Se tuvo en cuenta la finitud de las minas y yacimientos de petróleo, por lo que la investigación pretende determinar cómo estos recursos son potencialmente capaces de promover mejoras en la educación, la salud, el empleo y los ingresos de la población local, centrándose en el desarrollo social sostenible de estos municipios . Asignación de responsabilidades para los gestores públicos en la aplicación y la inversión es a través de las políticas públicas. El estudio considera que las posibilidades de un mejor aprovechamiento de los recursos a través de la creación de fondos soberanos de riqueza y de la relación jurídica de las regalías petroleras.Os recursos recebidos em decorrência dos royalties do petróleo são uma fonte de recursos importante e potencialmente transformadora para Estados e Municípios localizados em áreas de extração de petróleo. O trabalho de dissertação de mestrado tem por intuito analisar a aplicação dos royalties oriundos das atividades inerentes ao setor petrolífero auferidos por Estados e Municípios. Para alcançar esse intento, há a análise da legislação do petróleo, as limitações administrativas que se submetem os recursos públicos e as possibilidades que as políticas públicas oferecem. Levou-se em conta a finitude das jazidas e campos petrolíferos, por isso, pretende a pesquisa averiguar como tais recursos são potencialmente aptos a promover melhoria da qualidade de vida, com foco no desenvolvimento social sustentável. Atribuindo responsabilidades aos gestores públicos na aplicação e investimentos que se dá por meio das políticas públicas.
