Processo de gestão de riscos nas grandes contratações : estudo de caso do Tribunal de Justiça de Sergipe

Public procurement represents a significant portion of Gross Domestic Product (GDP) both globally, with around 12.6% in member countries of the Organization for Economic Cooperation and Development, and in Brazil, where in 2021 they represented approximately 12% of GDP, highlighting the relevance of public procurement processes and their potential for risks in public administration. In this sense, the Federal Court of Auditors of Brazil points out that government procurement processes are considered one of the riskiest, therefore recommending the application of risk management. Within the scope of the Court of Justice of Sergipe, major contracts are the object of special attention, aiming to improve administrative decisions and align these hiring with the organizational strategy, given their high financial impact, representing 18% of contracts signed in 2022 and 68% of the total funds contracted. This dissertation investigated the applicability of risk management in large contracts of the Court of Justice of Sergipe, using a single case study approach with data collection through document analysis, participant observation and interviews. The results point to significant challenges in risk management at the organization, such as the lack of a clear and systematic methodology, as well as the need for improvements in the identification, analysis, evaluation, responses, monitoring and communication of risks in large contracts. However, strong points were identified, including the performance of the Large Contracts Committee, which promotes qualified discussions on the subject. Based on the findings, recommendations were prepared to strengthen risk management at the Court of Justice of Sergipe, focusing on a clear methodology, adequate training, definition of uniform criteria and implementation of well-structured and communicated contingency plans, seeking to continuously improve the processes of large contracts and guarantee safer and more efficient results for the organization.
