Políticas públicas como instrumentos de ordenamento territorial para o desenvolvimento do litoral norte de Sergipe

The global economic crisis has led the public managers to rethink the current growth models, which, undoubtedly, passes through the design of new paradigms. In fact, the sustainability represents to humanity a new model, whose production and consumption methods currently practiced need be reviewed and, where citizens, companies and governments based their everyday attitudes. It is known, however, that putting such sustainability must be supported in the orderly use and occupation of the territory. For this reason, this study proposes to examine public policies implemented on the Northeast Coast of Sergipe, notably in municipalities of Barra dos Coqueiros, Pirambu, Pacatuba and Brejo Grande, while instruments able to promote spatial planning for the sustainable development of the region. In that sense, it was evaluated the effectiveness of public policies implemented in that territory and the level of articulation of the municipalities with each other and with the other federated entities, having been identified the main socio-environmental conflicts and their causes, from the perspective of social management of territories. The investigation held in the systemic paradigm, being guided by the basic bibliographical and documentary research, combined with exploratory research, guided by the hypothetical-deductive method. For the analysis were used procedures characteristic of a quali-quantitative nature research. From the identification of socioenvironmental conflicts existing in the region and of the depositions of administrators of municipalities surveyed, environmental indicators have been proposed to evaluate the regional development according to sustainability. This tool took as a basis the OECD methodology and environmental indicators of the IBGE to undertake a comparative analysis between the four municipalities. Then outlined cartographically a spatial configuration for the regional planning in order to subsidize public policies for regional development anchored on a sustainable basis. Finally, it was suggested a set of priority actions whose initiatives, by their magnitude, will reflect positively on the aspects that influence the improvement of quality of life and the consequent environmental balance of the territory studied.
