Resumo: The present thesis aims at the educational practices directed at institutionalized minors in Sergipe during the period from 1974 to 1991, the closing period of the Getúlio Vargas Minor City and the institution of the Renascer Foundation. At first I thought of focusing only on juvenile delinquents - as was mentioned at the time, however, it was clear that it was impossible to leave out of the investigation the orphaned, abandoned, poor, disabled, undisciplined, rebellious, among others children and adolescents. fact that they are the majority of the inmates of the FEBEM (State Foundation for the Well-being of the Minor) in Sergipe. It consists of a historical research developed in the field of Cultural History and the method of the indiciary paradigm. The general objective was to analyze the educational practices directed at minors by the authorities in Sergipe, such as: governors, FEBEM-SE directors, juvenile judges, monitors, among others. The specific objectives, in turn, were: to investigate how the authorities faced the problem of the child with the closure of the City of Minors in 1974; identify the institutions that received children between 1974 and 1991; understand the social representations and authorities about these subjects and the type of education directed at them; verify the profile of the internal minors of the official and agreed FEBEM-SE units. The sources used were judicial documents, administrative documents, newspapers and images to oral history; reports, individual bulletins for minors, Sergipe newspaper articles, photographs and a series of interviews with former inmates and former servers. In this way, I defend the thesis that with the advent of the Children's Code of 1979, there was a differentiated treatment of the minors who were in the care of FEBEM-SE, giving them good education and a decent job, capable of promoting them although the hospitalization policy has remained and with referral to institutions other than those provided for by legislation. I highlight some concepts that I used to analyze and understand the theme, such as: Educational practices (NÓVOA, 1995); society (ELIAS, 1994); (DIAS and SILVA, 2012), representation and appropriation (CHARTIER, 2009); crime (FOUCAULT, 1987) and total institution (GOFFMAN, 2015). As for the results, I could see that the public of FEBEM-SE differed from others in relation to the numbers of orphans, abandoned and poor, which were very high in Sergipe due to the number of offenders. I was able to record the speeches of ex-inmates and ex-servants who at times converged, diverged or were silent, as in the discussions on punishments and the availability of preparatory workshops for the work. Many ex-inmates still work in the same jobs that FEBEM has achieved for them, or they carry out the autonomous trade of what they have learned at boarding school. The majority said that they would not want to go through the same process again and would not even put their child in boarding school, while others said that they would go back to the hospital if their family did not have the conditions to keep it or that they would put their children in boarding school, who lived if they could not afford their support either. Referrals for admission to institutions other than FEBEM-SE were rare, only two cases; although the custody or permanence of minors in traditional police stations when seized was common; noting that at that time there were no specialized police stations for minors in Sergipe.

A princípio, pensei em focar apenas nos menores delinquentes - como eram referidos à época, entretanto, ficou clara a impossibilidade de deixar de fora das investigações as crianças e os adolescentes órfãos, abandonados, pobres, deficientes, indisciplinados, rebeldes, entre outros, pelo fato de serem a maioria dos internos da FEBEM (Fundação Estadual do Bem-Estar do Menor) sergipana. Consiste em uma pesquisa histórica desenvolvida no campo da História Cultural e no método do paradigma indiciário. O objetivo geral foi compreender as práticas educativas dirigidas aos menores por parte das autoridades em Sergipe, como: governadores, diretores da FEBEM-SE, juízes de menores, monitores, entre outros. Os objetivos específicos, por sua vez, foram: investigar de que forma as autoridades enfrentaram o problema do menor com o fechamento da Cidade de Menores em 1974; identificar as instituições que acolheram os menores entre 1974 e 1991; analizar as representações sociais e das autoridades sobre estes sujeitos e o tipo de educação dirigida a eles; verificar o perfil dos menores internos das unidades oficiais e conveniadas da FEBEM-SE. As fontes utilizadas foram desde documentos judiciais, administrativos, jornais e imagens à história oral; relatórios, boletins individuais dos menores, artigos de jornais sergipanos, fotografias e uma série de entrevistas com ex-internos e ex-servidores. Desta forma, defendo a tese de que com o advento do Código de Menores de 1979, houve um tratamento diferenciado aos menores que estiveram aos cuidados da FEBEM-SE, ofertando educação e encaminhamento para um trabalho digno, capazes de lhes promover a subsistência, apesar da política de internação ter permanecido e com o encaminhamento para instituições diversas das previstas pela legislação. Destaco alguns conceitos que utilizei para a análise e compreensão do tema, tais como: Práticas educativas (NÓVOA, 1995); sociedade (ELIAS, 1994); menor (ARANTES, 1995; RIZZINI, 1995, 2010; VEIGA; FARIA FILHO, 1999), institucionalização (DIAS e SILVA, 2012), representação e apropriação (CHARTIER, 2009); crime (FOUCAULT, 1987) e instituição total (GOFFMAN, 2015). Quanto aos resultados, pude perceber que o público da FEBEM-SE diferenciava-se de outras em relação aos quantitativos de órfãos, abandonados e pobres, os quais eram bem elevados em Sergipe em face do número de infratores. Pude registrar os discursos de ex-internos e ex-servidores que em alguns momentos convergiam, divergiam ou foram omissos, como nas discussões sobre punições e disponibilização de oficinas preparatórias para o trabalho. Muitos ex-internos ainda trabalham nos mesmos empregos que a FEBEM-SE conseguiu para eles, ou exercem o ofício autônomo do que aprenderam no internato. A maioria asseverou que não gostaria de passar pelo mesmo processo novamente e nem colocaria seu filho em um internato, enquanto outros disseram que passaria novamente pela internação caso sua família não tivesse as condições de mantê-lo ou que colocaria seus filhos no internato, no formato que viveram, caso também não pudessem prover o sustendo deles.
