Resumo: | With little more than a decade of its existence, the Federal Institute of Sergipe, belonging to the Federal Network of Scientific and Technological Professional Education, increasingly expands the offer of public, free and quality education for the Sergipe population. Faced with the unusual situation of resizing the quantity of its UASGs, the present work was based on the following research problem: to analyze what contributions the expansion of the Federal Network of Vocational and Technological Education has provided to Sergipe municipalities, with the general objective of to investigate the impacts that the expansion of the RFEPCT caused to these municipalities and to point out the possible damages that the resizing of the quantity of the UASGs of the IFS will cause on the campuses. The UASGs refer to each campus implemented by the IFS in Sergipe's municipalities. There is a strong tension within the scope of the Federal Institutes that the initiative to suppress the General Services Administration Units - UASGs will result in a dismantling of what had been proposed for Vocational and Technological Education. The specific considerations of this research intend, in the course of the work, to verify the role of the IFS as an instrument of regional development; to identify the possible economic impacts that the resizing of the amount of UASG will cause to the municipalities in Sergipe, in addition to dimensioning which Campi have contributed the most in socioeconomic terms with the municipalities where they are installed. The research is explanatory and its delimitation comprises the scope of all Campi that make up the IFS, covering the time frame of the period from 2015 to 2020. The nature of the research is quantitative-qualitative and data collection took place through bibliographic research, documentary, telematics, interview and case study. In the research, we used guided interviews, carried out with managers representing each campus, and the rectory that was represented by the Pro-Rector of Institutional Development. The results achieved demonstrate that the policy designed for the creation of federal institutes meets the purposes and characteristics listed in Law 11,892/2008, section II, art. 6, where he highlights: - the final role of the Scientific and Technological Professional Education Network is to “develop professional and technological education as an educational and investigative process for generating and adapting technical and technological solutions to social demands and regional peculiarities, identifying its importance as integrative institution that promotes the mitigation of social inequalities”. In this regard, the importance of the IFS is identified as a development instrument duly stratified in the survey responses, according to data listed in question 4 of axis 2, which deals with regional development. Regarding the economic impacts that the resizing of the quantity of UASGs will cause to Sergipe's municipalities, the respondents understand that the impacts for the municipalities are not significant, according to the opinions of the respondents to question 6 of axis II. As for the campuses that contribute the most in socioeconomic terms with the municipalities where they are installed, through data on the participation of municipalities in Sergipe's GDP, it can be concluded through the Sergipe observatory that Aracaju is the municipality that contributes the most, in terms of percentages, with the socio-economy. |

Atualmente o IFS vivencia a determinação imposta pela Portaria nº 13.623, de 10 de dezembro de 2019 a qual estabelece a supressão de Unidades Administrativas de Serviços Gerais UASGs, para todas as Unidades da Federação que dispõe de mais de um CNPJ através do redimensionamento de seu quantitativo. A ocorrência tem a finalidade de racionalizar os recursos e aumentar a eficiência nas compras públicas. As UASGs referem-se a cada campus do IFS com autonomia de execução orçamentária para aquisições e contratações públicas. Diante do exposto o presente trabalho busca esclarecer o seguinte problema: “Quais foram as consequências para o IFS do redimensionamento do quantitativo das UASGs inativas e do plano de centralização das contratações e aquisições públicas?” O objetivo geral visou identificar nos campi os possíveis problemas decorrentes do redimensionamento do quantitativo das UASGs do IFS. Os objetivos específicos desta pesquisa verificaram o papel do IFS como instrumento de desenvolvimento regional; identificaram os impactos econômicos que o redimensionamento do quantitativo das UASGs causaram aos municípios sergipanos, além de dimensionarem quais os campi que mais contribuíram para o desenvolvimento socioeconômico dos municípios onde estão localizados. A pesquisa foi do tipo explicativa e sua delimitação compreendeu o âmbito dos campi que integram o IFS, abrangendo o recorte temporal de 2015 a 2020. A natureza da pesquisa foi quanti-qualitativa e a coleta de dados se deu por meio de pesquisa bibliográfica, documental e entrevistas guiadas. As entrevistas guiadas foram aplicadas junto aos gestores representantes de cada campus, e da reitoria do IFS, representada pelo Pró-Reitor de Desenvolvimento Institucional. Os resultados alcançados demonstraram que a política projetada para a criação dos institutos federais atende as finalidades e características da Lei 11.892/2008. Os dados levantados através das entrevistas foram importantes para responder ao problema de pesquisa. Foram identificados aspectos relacionados as peculiaridades de cada campus como, a localização e o perfil dos cursos ofertados que interferem no bom funcionamento das unidades de ensino, além de alguns riscos inerentes as contratações e aquisições públicas. A realidade apresentada em alguns campi indicou que a centralização das contratações e aquisições públicas trouxeram mudanças de fluxos e de procedimentos que não são benéficos para a governança logística do IFS. Os resultados também indicaram a importância do IFS como instrumento de desenvolvimento regional. Em relação aos impactos econômicos que o redimensionamento do quantitativo de UASGs causou aos municípios sergipanos, estes demonstraram que não foram significativos. Quanto aos campi, Aracaju foi o que mais contribuiu em termos socioeconômicos, para o município, considerando os dados de participação dos municípios no PIB sergipano.
