The Main Objective of this study is to analyze the municipal administration in Nossa Senhora do Socorro (SE) and Estância (SE) from the perspective of public policies introduced, turned the environment in the period Between the last two Administrations, 2000/2008. Specifically, the study deals with: (a) Analyse the municipal administration of Nossa Senhora do Socorro and Estância; (b) identify the form of urban Adopted Environmental Management in the Municipalities of Nossa Senhora do Socorro e Estância, (c) Analyse the obstacles public policies sharing for an effective urban Environmental Management, (d) survey and analyze the projects and Experiences of municipal government in this cities, with or without partnerships, focused on environmental issues, and the obtained results, (e) identify the bodies of the Municipalities and cities of these managers involved with the actions to the municipal environmental management practices, and finally, (f) Propose alternatives that development respect the special characteristics of these cities promote: an effective and improvement the population quality of life. It was used the qualitative research approach. As for research purposes, this work is characterized as descriptive and exploratory. The research strategy is case studies comparison, since it proposes to examine in deeply more than a given social unit, the municipal governments of the cities studded. The information was gathered through interviews with municipal managers and technicians. The main findings were: (a) in the management of these municipalities, there is development policies, but not in satisfactory and sustainable levels, (b) there is structure in Environmental both municipalities, however, none has exclusive municipal in the cities for environment, there is an environmental management system and not a systemic integration of public policies implemented in practice there is only the coordination of certain actions taken by agencies and municipal departments, the degree of awareness of managers still Lacks the depth of understanding about the environment that should be discussed at all levels of society, (c) the share of public policies is very weak, the main impediment to this sharing is the lack of interaction and commitment among stakeholders, which is the consequence of the failure in perception of environmental issues of public officials, (d) It was realized projects and Experiences of municipal government, however, the projects are temporary or were, little reasoned. The monitoring and evaluation Were not made in some cases, some reports show some technical inconsistencies, However, noticed at the greater maturity and experience in projects of the municipality of Nossa Senhora do Socorro, (e) In Estância city was noted that managers more involved with environmental management practices in the cities are the Departments of Environment, Education and Health, already in Nossa Senhora do Socorro, the Departments of Environment and Education.
