When it comes to public management, one of the most important issues is strategic planning. To subsidize a good planning manager, proper tools are of great value. With the periodic availability of the data provided by the National Health System Information Technology Department through the databases of its systems, in addition to the data also available by the Brazilian Institute of Geography and Statistics, the proposal of the work is the development of a system of health indexes focusing on data from the Mortality Information System and the Live Birth Information System, to compose the strategic planning and can be used by municipal governments in their situation rooms as a tool to support decision making, using the municipality of Aracaju as a model. In order to do so, we used in-depth bibliographic and documentary research, delimiting the selection of available data, and defining the indexes to compose the system.
