Cidades sustentáveis e os objetivos do desenvolvimento sustentável da ONU: a experiência de São Cristóvão/SE

The world has been undergoing important changes and the way in which man relates to the environment determines future actions, whether positive or negative. There has been a long debate about the role of cities as a reflection of a harmonious relationship between consumption and nature conservation, something that has been difficult to equate during contemporary human history. However, with the advancement of technology and the pressure that the environment has been suffering, innovative solutions are increasingly being sought, which include not only the aspect of production and consumption, but a balance between them. Based on the above, this thesis aimed to analyze the implementation of four objectives of the 2030 Agenda in the city of São Cristóvão/SE, based on a survey of scientific production in Brazil and in the world about sustainable cities, and the Sustainable Development Goals of United Nations, in addition to its relationship with municipal development indicators. Data from three programs in the municipality under study were analyzed and discussed: “Meu Primeiro Lanchinho”, “Águas de São Cristóvão” e “Geodados”. Municipal indicators, LOA (Annual Budget Law) and LDO (Budget Guidelines Law) were also analyzed. As a research methodology, this thesis had a qualitative and quantitative approach (qualitative regarding the improvements in the indices and quality of life of the population and quantitative approaching the increments of investments in LOA and LDO). As for the procedures, bibliographic and documental research. Among the results, it can be seen that comparing the indexes of the municipality of São Cristóvão in the period 2012/2020 with the IDEB and access to water and associating these indexes with the policies adopted through SDGs 4 and 6, it is noted that there have been important advances in the period. Therefore, it is concluded that it is possible to contribute to the goals of the UN 2030 Agenda, through municipal programs, as long as there is an effective policy planning, especially when applied to basic services for the population.
