Tourism as an economical activity should be exploited wisely to support the social, cultural, economic, and environmental aspects. It is of importance to have some knowledge on this area when exploiting tourism, which is considered by some experts as the New Industry nowadays. Due to the introduction of local developmental programs through tourism by governors of all sectors together with some other partnerships, it is possible to observe a basic structural and physical concern on such programs, because several cities and even regions in the country have joined with a certain kind of fashion , which is typical on election years. The managers of these locations have spread the idea that tourism would be the solution for all local difficulties just because these locations have in their territories some kind of geographic, archeological, and cultural attractions, and have not considered a crucial point for the success of this opportunity, which involves a deep and systemic planning of all aspects related to tourism. These aspects include from financial, physical, cultural, and environmental resources to training and commitment of people from the community, who would be really capable off managing all kinds of organizations related to those projects. So, after analyzing data obtained through interview and in loco research in the county of Caçapava do Sul in RS, based on a model of planning (guideline), which has verified first of all, an evaluation of the management profile of those responsible direct or indirectly for tourism development in a community, we have concluded about the importance of providing these communities with some management training to develop crucial characteristics to the accomplishment of the project such as: the commitment of all the interfaces of all resources involved, and society as a whole, as well as the interaction of the tourist system and its subsystem in the referred location
