Resumo: | This study is linked to the Research Line 2 – Public Educational Policies, Educative Practices, and their Interfaces from the Graduation Program in Education of Universidade Federal de Santa Maria – and to Kairós – Study and Research Group on Work, Public Policies, and Education. Its proposition arose after the verification of continuous discourses of government policies under the capital logic. The general objective of the paper was established based on this perspective: to analyze the policies of Rio Grande do Sul State Government, from 2015 to 2018, which were implemented after the State rearrangement, and their impact on the pedagogical working conditions of teachers from the state public educational system, in parallel with the positions made by the Center of Teachers from Rio Grande do Sul State (CPERS/UNION). The process of data analysis and production was carried out following the theoretical and methodological foundation of the Motion Analysis (MA), which consists of Kairós’ dialectic perspective on education study and research. Then, the discourses made by the State government, the State apparatus’ institution – the Federal Court of Accounts from Rio Grande do Sul (TCE-RS) –, and the CPERS/UNION were analyzed through the MA. We used as references the public documents available in the websites of the State government, of the public body, and of the institution that represents Education workers, which had been published in Sineta newspaper (both online and printed versions), from 2015 to 2018, to compare the subjects’ discourses. The analyzed discourses referred, mainly, to educational issues, especially regarding the pedagogical working conditions of teachers from the state public educational system based on the government policies applied back then. Thus, the meanings of these discourses were analyzed through charts, tables, diagrams, and figures, according to the bibliographic research. The basic references were based on the following analysis categories: totality, contradiction, and historicity. We have found the prominence of discourses related to the continuity of government policies in agreement with the capital logic, in which the ideological conception of an autonomous and sovereign State is subsumed to how the state policy forms the continuous reproduction of value, according to capital determinations. Therefore, we defend the thesis that the rearrangement in Rio Grande do Sul state, from 2015 to 2018, meant the continuity of the capital discourse motion. Thus, we highlight that the CPERS/UNION must extend the debate and criticism to beyond government policies, since the representative democracy process is limiting. |

Sua proposição emergiu da constatação de continuidade dos discursos das políticas de governo sob a lógica do capital. Nessa perspectiva, definiu-se o objetivo geral: analisar as políticas do governo do Estado do Rio Grande do Sul, de 2015 a 2018, implementadas a partir da reconfiguração do Estado, e seus impactos nas condições de trabalho pedagógico dos professores da rede pública estadual de ensino, paralelamente aos posicionamentos do Centro dos Professores do Estado do Rio Grande do Sul (CPERS/SINDICATO). O processo de análise e produção dos dados transcorreu com base no fundamento teórico-metodológico da Análise dos Movimentos de Sentidos (AMS), constituindo-se na perspectiva dialética de estudo e pesquisa em Educação do Kairós. Mediante a AMS, procedeu-se à análise de sentidos dos discursos do governo do Estado, do órgão do aparato de Estado – Tribunal de Contas do Estado do Rio Grande do Sul (TCE-RS) – e do CPERS/SINDICATO. Para o cotejamento dos discursos desses sujeitos, utilizou-se como base documentos públicos disponibilizados em sítios eletrônicos do governo do Estado, do órgão público e da entidade de representação dos trabalhadores em Educação publicados no jornal Sineta (tanto on-line quanto impressos), do período de 2015 a 2018. Os discursos analisados referiram-se, especificamente, às questões educacionais, com destaque às condições de trabalho pedagógico dos professores da rede pública estadual de ensino a partir das políticas do governo na época. Assim, por meio de quadros, tabelas, esquemas e figuras, foram analisados os sentidos desses discursos, fundamentando-se na pesquisa bibliográfica. Os referenciais basilares assentaram-se nas seguintes categorias de análise: totalidade, contradição e historicidade. Constatou-se a proeminência de discursos de continuidade das políticas de governo em consonância à lógica do capital, em que a concepção ideológica de Estado autônomo e soberano se subsume à forma política estatal de reprodução contínua do valor, conforme as determinações do capital. Portanto, defende-se a tese de que a reconfiguração do Estado do Rio Grande do Sul, de 2015 a 2018, significou a continuidade do movimento do discurso do capital. Desse modo, inferese a importância de o CPERS/SINDICATO avançar no debate e na crítica para além das políticas de governos, já que o processo de democracia representativa é limitador.porUniversidade Federal de Santa MariaCentro de EducaçãoPrograma de Pós-Graduação em EducaçãoUFSMBrasilEducaçãoAttribution-NonCommercial-NoDerivatives 4.0 Internationalhttp://creativecommons.org/licenses/by-nc-nd/4.0/info:eu-repo/semantics/openAccessTrabalhoTrabalho pedagógicoEstadoPolíticas de governoCPERS/SindicatoWorkPedagogical workStateGovernment policiesCPERS/UnionCNPQ::CIENCIAS HUMANAS::EDUCACAOAs políticas de governo no Rio Grande do Sul de 2015 a 2018 e as condições de trabalho pedagógico na rede pública estadual: movimentos de continuidade do discurso sob a lógica do capital segundo posicionamentos do CPERS/SindicatoGovernment policies in Rio Grande do Sul from 2015 to 2018 and pedagogical working conditions in the state public educational system: discourse continuity movements on the capital logic according to the positions of CPERS/Unioninfo:eu-repo/semantics/publishedVersioninfo:eu-repo/semantics/doctoralThesisFerreira, Liliana Soareshttp://lattes.cnpq.br/4007512293061299Gouveia, Andréa BarbosaMachado, Célia TanajuraCastaman, Ana SaraAmaral, Cláudia Letícia de Castro dohttp://lattes.cnpq.br/5036536164025110Dressler, Marlize70080000000660060060060060060060062afe5b0-1b0b-49c7-aa1b-887e64e5f2b78b89cc59-d4be-4dc0-80fc-87a0d8bb007660d2eb44-475a-44c2-83f8-333a959e95cdb81f8dd7-9b01-4484-8437-855986e10a92d80f5890-2ae7-4c5a-940f-e33a1fcc4a0e8ac9ce5e-4d63-43f6-bbf8-f4f0aa887a1breponame:Manancial - Repositório Digital da UFSMinstname:Universidade Federal de Santa Maria (UFSM)instacron:UFSMCC-LICENSElicense_rdflicense_rdfapplication/rdf+xml;
