Resumo: This Master's thesis, developed under the Kairós – Grupo de Estudos e Pesquisas sobre Trabalho, Educação e Políticas Públicas, was produced and oriented to respond to the following problematization: Based on the High School Reform in the state education network of Rio Grande do Sul (RS), what relationships can be established between the pedagogical work, aimed at training high school students, and the current stage of capitalist accumulation and its consequences for the reproduction of the workforce in Brazil? From this problematization, derive some research questions: What are the configurations of the current stage of capitalist accumulation? How do the current configurations of capitalism imply labor relations in Brazil? How is the “New” Secondary Education linked to the formation of the workforce in Brazil? How does carrying out the Reform guide pedagogical work in high school in the state of RS? The general objective is to analyse, based on the High School Reform in the state education network of Rio Grande do Sul, the relations between the pedagogical work, aimed at the training of secondary students, and the current stage of capitalist accumulation and its consequences for reproduction of the workforce in Brazil. The starting point was Historical-Dialectic Materialism, a Marxist approach to analysis and knowledge of social reality, which guided the research based on the assumption that production relations and class struggle, according to their current configurations, impact Brazilian educational policies. Procedurally, bibliographic research and document analysis were used as auxiliary instruments in working with data and in dissertation production. In general terms, it was found that the Secondary Education Reform, according to the singular implantation in the State of RS, expresses a need for reformulation in the training of the workforce, taking into account the current manifestation of overexploitation carried out in Brazil. The emphasis on skills, curriculum flexibility and the appearance of curricular components related to “practice”, to the detriment of “theoretical ones”, reveal an adaptation of student training to the current stage of capital accumulation on the periphery of capitalism. Workers graduated from public high schools are prepared for a dynamic of discarding, due to the quantitative increase in the industrial reserve army. The “new” High School is a consequence of the demand for a curriculum and pedagogical work that form an individualistic and meritocratic ideology, capable of making students learn to be flexible and adaptable and/or blame themselves for unemployment or precarious work, so common in the current context.

De esta problematización se derivan algunas preguntas de investigación: ¿Cuáles son las configuraciones de la etapa actual de acumulación capitalista? ¿Cómo implican las actuales configuraciones del capitalismo las relaciones laborales en Brasil? ¿Cómo se vincula la “Nueva” Educación Secundaria a la formación de la fuerza de trabajo en Brasil? ¿Cómo la implantación de la Reforma orienta el trabajo pedagógico en la enseñanza media en el estado de RS? El objetivo general é analizar, a partir de la Reforma de la Enseñanza Media en la red estatal de educación de Rio Grande do Sul, las relaciones entre el trabajo pedagógico, destinado a la formación de estudiantes secundarios, y la actual etapa de acumulación capitalista y sus consecuencias para la reproducción de la fuerza de trabajo en Brasil. El punto de partida fue el Materialismo Histórico-Dialéctico, un enfoque marxista de análisis y conocimiento de la realidad social, que orientó la investigación a partir del supuesto de que las relaciones de producción y la lucha de clases, según sus configuraciones actuales, impactan las políticas educativas brasileñas. Proceduralmente, la investigación bibliográfica y el análisis de documentos fueron utilizados como instrumentos auxiliares en el trabajo con datos y en la producción de disertaciones. En términos generales, se constató que la Reforma de la Educación Secundaria, según la singular implantación en el Estado de RS, expresa una necesidad de reformulación en la formación de la fuerza de trabajo, teniendo en cuenta la actual manifestación de sobreexplotación realizada en Brasil. El énfasis en las competencias, la flexibilidad curricular y la aparición de componentes curriculares relacionados con la “práctica”, en detrimento de los “teóricos”, revelan una adaptación de la formación de los estudiantes a la actual etapa de acumulación de capital en la periferia del capitalismo. Los trabajadores egresados de las escuelas secundarias públicas están preparados para una dinámica de descarte, debido al incremento cuantitativo del ejército industrial de reserva. La “nueva” Escuela Secundaria es consecuencia de la demanda de un currículo y un trabajo pedagógico que formen un ideario individualista y meritocrático, capaz de hacer que los estudiantes aprendan a ser flexibles y adaptables y/o se culpen por el desempleo o la precariedad laboral, tan comunes en el contexto actual.Esta dissertação de Mestrado, desenvolvida no âmbito do Kairós – Grupo de Estudos e Pesquisas sobre Trabalho, Educação e Políticas Públicas, foi produzida e orientada a responder à seguinte problematização: Tendo por base a Reforma do Ensino Médio na rede estadual de ensino do Rio Grande do Sul (RS), que relações podem ser estabelecidas entre o trabalho pedagógico, visando à formação de estudantes secundaristas, e o estágio atual de acumulação capitalista e suas consequências para a reprodução da força de trabalho no Brasil? Dessa problematização, derivam algumas questões de pesquisa: Quais são as configurações do atual estágio de acumulação capitalista? Como as atuais configurações do capitalismo implicam nas relações de trabalho no Brasil? Como o “Novo” Ensino Médio se vincula à formação de força de trabalho no Brasil? Como a implantação da Reforma passa a orientar o trabalho pedagógico no Ensino Médio no estado do RS? O objetivo geral é analisar, tendo por base a Reforma do Ensino Médio na rede estadual de ensino do Rio Grande do Sul, as relações entre o trabalho pedagógico, visando à formação de estudantes secundaristas, e o estágio atual de acumulação capitalista e suas consequências para a reprodução da força de trabalho no Brasil. Partiu-se do Materialismo Histórico-Dialético, abordagem marxista de análise e conhecimento da realidade social, que orientou a pesquisa tendo por pressuposto que as relações de produção e a luta de classes, conforme suas atuais configurações, impactam as políticas educacionais brasileiras. Procedimentalmente se teve a pesquisa bibliográfica e a análise documental como instrumentos auxiliares no trabalho com os dados e na produção dissertativa. Em linhas gerais, constatou-se que a Reforma do Ensino Médio, conforme a singular implantação no Estado do RS, expressa uma necessidade de reformulação na formação de força de trabalho, atendendo à atual manifestação da superexploração realizada no Brasil. A ênfase nas competências, a flexibilização curricular e o aparecimento de componentes curriculares relacionados à “prática”, em detrimento aos “teóricos” revelam uma adaptação da formação de estudantes para o atual estágio de acumulação do capital na periferia do capitalismo. Os trabalhadores formados a partir das escolas públicas de Ensino Médio são preparados para uma dinâmica de descarte, devido ao aumento quantitativo do exército industrial de reserva. In general terms, it was found that the Secondary Education Reform, according to the singular implantation in the State of RS, expresses a need for reformulation in the training of the workforce, taking into account the current manifestation of overexploitation carried out in Brazil. The emphasis on skills, curriculum flexibility and the appearance of curricular components related to “practice”, to the detriment of “theoretical ones”, reveal an adaptation of student training to the current stage of capital accumulation on the periphery of capitalism. Workers graduated from public high schools are prepared for a dynamic of discarding, due to the quantitative increase in the industrial reserve army. The “new” High School is a consequence of the demand for a curriculum and pedagogical work that form an individualistic and meritocratic ideology, capable of making students learn to be flexible and adaptable and/or blame themselves for unemployment or precarious work, so common in the current context.
